Portable ozone generators are not a safe or effective “ultimate solution” for cleaning air in an occupied room. They intentionally produce ozone, a lung irritant, and the U.S. Environmental Protection Agency says that at concentrations that do not exceed public-health standards, ozone has little potential to remove indoor air contaminants. For a construction site, home, or workspace, first address the pollutant at its source; then use ventilation and filtration suited to the pollutant.
What portable ozone generators do
Unlike an air cleaner that captures pollutants in a filter, an ozone generator releases ozone into the surrounding air. Ozone can react with some substances, but those reactions do not make the device a reliable general-purpose air cleaner. The EPA explains that ozone at concentrations within public-health standards has little potential to remove indoor contaminants, while concentrations needed for some effects can exceed levels generally considered safe for people.
The EPA states: “No agency of the federal government has approved these devices for use in occupied spaces.” An ozone treatment carried out in an unoccupied space is not the same as continuously cleaning air in a room people use.
Are portable ozone generators safe?
Ozone is a lung irritant. Exposure can decrease lung function; aggravate asthma; irritate the throat and cause coughing; contribute to chest pain and shortness of breath; and inflame lung tissue. Effects can depend on ozone concentration and exposure duration. People with asthma or other lung disease, and people breathing at an elevated rate, may face greater risk.

Odor cannot tell you whether a room is safe. People differ in their ability to smell ozone, and sensitivity can diminish during exposure. Not noticing an ozone smell is not evidence that the concentration is safe.
Room-size directions and a device timer do not guarantee safe exposure or establish when it is safe to re-enter. The EPA says resulting ozone levels depend on device output, room size, room contents, outdoor ozone, and ventilation. In a study described by the EPA, a unit intended for spaces up to 3,000 square feet produced 0.50 to 0.80 parts per million in a 350-square-foot room at a high setting. That is a result from the cited study, not a typical outcome for all devices.

Do ozone generators clean indoor air?
For routine air cleaning, the EPA’s evidence points to important limits:
- They do not remove particles. Ozone generators do not capture dust, pollen, or other airborne particles.
- They are not effective for some common gases. The EPA says ozone is not effective at removing carbon monoxide or formaldehyde.
- They do not reliably control biological pollutants at permissible concentrations. The EPA says ozone at those levels does not effectively remove viruses, bacteria, mold, or other biological pollutants.
- Reactions can create additional hazards. Ozone can react with substances indoors and produce other irritating or corrosive chemicals.
Odor treatment in an unoccupied space is a different use from air cleaning around people. The EPA notes that concentrations used for some unoccupied-space treatments are above levels generally thought safe for humans; this does not establish a universal safe re-entry time or procedure.

Choose an air-cleaning method for the pollutant
The EPA recommends addressing indoor pollution at its source first, followed by ventilation and then supplemental air cleaning. For construction and renovation settings, that means identifying and controlling the source of dust, fumes, or odors rather than expecting one device to solve every air-quality problem.
For dust and other particles
Use a properly sized portable air cleaner with a high-efficiency particle filter, such as HEPA filtration. Compare room suitability and particle clean-air delivery rate (CADR) when available. CADR is a particle rating; it does not establish a device’s ability to remove gases.

For gases and odors
Choose a device with activated carbon or another absorbent filter designed for the specific gases of concern. The EPA notes that there is no widely used rating system for gas-cleaner performance, so check what gas the media is intended to adsorb, how much suitable media the unit contains, and its replacement requirements. A particle CADR does not measure gas removal.
For an unknown or persistent source
Identify the pollutant and address its source where possible. Ventilation may help when outdoor conditions are suitable. If the source or exposure is uncertain, seek qualified advice rather than using ozone as a catch-all treatment.

What to check when choosing a portable air cleaner
- Match the device to the pollutant: particle filtration for particles; gas-adsorbing media designed for the gases you need to address.
- Check room suitability: follow the room-size rating for the specific device and place it where air can circulate freely.
- Read ratings correctly: CADR applies to particle cleaning, not gas removal.
- Check ozone emissions: the EPA advises, “Avoid portable air cleaners and furnace/HVAC filters that intentionally produce ozone.”
- Account for upkeep: check the filter type and replacement schedule, especially for gas-adsorbing media.
California certification is not an endorsement of ozone treatment
California’s Air Resources Board says portable indoor air-cleaning devices sold in the state must be certified for ozone and electrical safety. This is a regulatory requirement, not proof that an ozone generator is effective or appropriate for cleaning air in an occupied room. Check CARB’s air-cleaner information for consumers for its current program details.
