If toilet paper lint keeps showing up on the holder or nearby surfaces, look for a low-lint option rather than expecting any roll to be completely dust-free. Consumer Reports described Who Gives A Crap 100% Bamboo Toilet Paper as practically lint-free, but said it was not especially soft. That makes it a useful option to consider—not a universal best for every preference.
What “dust-free” toilet paper really means
Toilet paper can shed lint during use, and that lint may collect on bathroom shelves and holders. “Dust-free” is best understood as a relative goal: the available comparison identifies a roll that left very little lint, not one proven to shed none.
Consumer Reports defines lintiness by the amount of lint a roll produces. In its described comparison, Angela Lashbrook, Consumer Reports Senior Home & Trends Writer, explained: “To assess the lintiness, or dustiness, of each roll, we wrapped a sheet of toilet paper around a sponge twice, then rubbed it on squares of black velvet.” More white lint left behind indicated a lintier roll. Consumer Reports’ toilet paper buying guide describes this assessment and other product criteria.
Which toilet paper is the low-lint pick?
Who Gives A Crap 100% Bamboo Toilet Paper
Consumer Reports called this bamboo toilet paper practically lint-free in its December 2025 toilet paper review. The important trade-off is softness: the same coverage said it was not especially soft. Choose it if reducing visible lint is a priority and you are willing to give up some softness; if softness matters more, compare other rolls rather than assuming the low-lint option will suit you.

Consumer Reports reported testing 15 toilet paper types in that 2025 review. That is the size of its test sample, not a measure of how common lint is or how every brand performs. How to compare rolls beyond lint
Lintiness is only one part of a useful comparison. Consumer Reports evaluates toilet paper on strength, softness, ease of tearing, lintiness, and disintegration. A roll that sheds less may still be a poor fit if it feels rough, tears awkwardly, or does not perform as you want.
Rank #2
- SHIPMENT CONTAINS: 30 Rolls with 350 2-ply sheets per roll for a total of 10,500 sheets
- GREAT VALUE: Each roll has 6.3 times more sheets than a regular roll, providing excellent coverage and durability
- SEPTIC SAFE: Toilet paper is suitable for well-maintained sewer and septic systems
- FSC-CERTIFIED PAPER (FSC N004130): Made with materials from well-managed forests, recycled materials, and/or other controlled wood sources
- PACKAGING MAY VARY: Packaging may be different than what is shown but item and quality remain the same
| What to compare | Why it matters | What the cited evidence establishes |
|---|---|---|
| Lintiness | Less loose lint can mean less visible residue around the roll and holder. | Consumer Reports describes a comparative black-velvet assessment; Who Gives A Crap 100% Bamboo was called practically lint-free in its 2025 review. |
| Softness | A low-lint result does not guarantee a comfortable feel. | Consumer Reports said the bamboo option was not especially soft. |
| Strength | Strength is a separate performance consideration, not something established by a lint result. | Consumer Reports lists strength among its evaluation criteria. |
| Tearing ease | How easily sheets tear can affect day-to-day convenience. | Consumer Reports lists ease of tearing among its evaluation criteria. |
| Disintegration | Breakdown after flushing is distinct from how much lint a roll sheds. | Consumer Reports includes disintegration in its evaluation; lint performance alone does not establish plumbing safety or septic compatibility. |
Consumer Reports notes that softness and lintiness can trade off, so it is sensible to weigh both rather than choosing by a “dust-free” label alone. Its bathroom products coverage also discusses the bamboo product’s softness caveat.
How to judge “lint-free” claims
Treat “lint-free” and “dust-free” on packaging or product pages as claims, not proof of an independently measured result. An SEC-hosted filing includes a company product description using the words “Lint-Free, dust-free,” but that filing records the claim; it does not independently verify performance, current product identity, or current formulation. You can notice whether loose lint accumulates around your own roll and holder during ordinary use, but that observation is not a validated test or equivalent to Consumer Reports’ comparison. The cited evidence does not provide a standardized home testing protocol.

No. A low-lint result concerns lint produced by the paper; it does not establish how the paper breaks down after flushing, nor does it prove plumbing safety or septic compatibility. Consider those questions separately, using product-specific evidence rather than inferring an answer from a lint comparison.
