The WA Department of Planning, Lands and Heritage lists the application as a determined Part 11B significant-development application. The approved proposal is for four storeys and 50 apartments, with associated parking, communal areas and landscaping. The department lists a project value of $22.87 million. Who are the apartments intended for?
A Government of Western Australia announcement dated 31 January 2025 described the apartments as off-the-plan studio, one-bedroom and two-bedroom homes earmarked for seniors. It named Klopper & Davis Architects as the designer and Spinnaker Developments as the party managing delivery. The announcement does not establish that the approved development is permanently restricted to residents over 55.
The earlier announcement said the site was close to public transport, shopping, cafes and other amenities. Its forecast that site works and construction would start in mid-2025 was a projection made before the approval, not confirmation that work began.

Why did the City of Stirling object?
In its April 2025 position, the City of Stirling did not support the proposal. Its concerns included a parking shortfall, proposed ground-floor uses, insufficient active frontage, the dwelling mix, and a lack of communal open space and private outdoor living areas accessible to apartments.
PerthNow reported on 18 June 2025 that the approved design included 26 car bays and that the committee accepted a parking shortfall, citing public-transport access and an expectation that reliance on cars would decrease in future. That account also says the committee acknowledged the Department of Communities’ commitment to house seniors but did not make age a permanent eligibility requirement, leaving flexibility for future use. This is a local report’s account; the full determination notice is needed to establish the precise legal effect of any conditions.

PerthNow also reported residents’ concerns about the age mix and possible broader social-housing impacts. Those are community views and forecasts, not evidence that future residents will cause particular neighbourhood problems.
Has construction started, and when will it be finished?
The available announcements and application information do not confirm whether construction has started or provide a reliable completion date. The mid-2025 start date was an expectation stated in the government’s January announcement, and should not be treated as an updated construction schedule.

What the approval means for the project
The committee’s decision establishes planning approval for the described development, but the information available here does not confirm subsequent building progress, any later amendments, or final resident eligibility arrangements. The WA Government’s January announcement also presented the project as part of its social-housing program; its statewide funding and housing totals were government-reported figures, not independently evaluated measures.
