Are My Seeds Expired? How to Test Seeds for Germination

Test an older seed packet at home with a damp paper towel, then use the germination percentage—along with crop and storage conditions—to decide whether to sow or replace it.

An older seed packet is not automatically a lost cause. The date on the packet is not a definitive verdict: how long seeds remain able to sprout depends on the crop and how the seeds were stored. A damp-paper-towel test can estimate the share of a sample that germinates, but it cannot guarantee every seed will sprout or that each sprout will grow into a vigorous plant.

How to test seeds for germination at home

You need seeds, paper towels, water, a label, and a sealable bag or container. Keep the towel moist, not waterlogged, and give the seeds the temperature and time appropriate for their crop.

  1. Choose a representative sample. Select seeds at random, including any that look damaged, discolored, or light; leaving those out can make the result look better than it is. For a quick estimate, Illinois and Vermont Extension describe testing about 10 seeds. Iowa State University Extension recommends at least 20, says 50 is better, and 100 is best. A larger sample gives a more reliable estimate, though a small packet may limit how many you can spare.   2. Set up the towel. Moisten a paper towel until it is damp but not dripping. Arrange the seeds on it with some space between them, then fold or roll the towel around them. Put it in a labeled sealable bag or container to retain moisture. Too much water can encourage rot; a container that does not seal well may let the towel dry out.
  3. Keep the test warm and out of direct sun. Iowa State recommends 70–80°F for its home test, while Illinois gives about 70°F as a warm test location. These are not universal temperatures for every crop: follow the packet or crop-specific directions where available, and keep the test away from direct sunlight that could heat it.
  4. Label and wait for the crop’s germination window. Write the crop or variety and test-start date on the label. Check every few days and keep the towel damp. Many seeds germinate within 7–10 days, according to Illinois Extension, but the appropriate time varies: Alaska Fairbanks lists 14 days for carrots and 21 days for fescue. Use the packet’s expected germination period when available, and do not count a seed as dead before its crop’s test window has passed.
  5. Count and calculate. Divide the number of seeds that germinated by the number tested, then multiply by 100. For example, 7 germinated seeds out of 10 tested equals an estimated germination percentage of 70%. This is an arithmetic example, not a published test result.

What the germination percentage tells you

The result estimates how many seeds in the tested sample sprouted under those test conditions. It is a practical guide to sowing, not a universal pass-or-fail grade. Extension recommendations differ by crop and purpose:

  • Iowa State says 90% or more is very good for most species. It says 50% or lower is too low for nearly all species, while noting exceptions such as small or abundant seeds, for which 70–80% may be acceptable.
  • Illinois Extension says seed with 70–90% germination can still be used if you sow more heavily, and suggests replacing seed below roughly 50–60%.
  • A July 9, 2025 Maryland Extension response advises discarding seed below 50% germination.

These are practical guides, not a single standard that applies to every crop or garden. If you use a low-germination packet, sowing extra seeds may help compensate for the lower estimate, but uneven emergence and weak seedlings are still possible.

Why sprouting does not guarantee a strong seedling

Germination and vigor are related but different. University of Illinois Extension explains: “Germination is the ability of a seed to sprout. Viability is the seed’s ability to produce a vigorous seedling.” Viability can decline before the germination rate falls, so an old seed may sprout yet produce a weak plant. The Illinois Extension seed-viability handout also notes that some plants need special conditions, such as cold, moist stratification. Testing them without those conditions can make their viability appear lower than it is.

When to sow the packet and when to replace it

Use the test result alongside the crop, the amount of seed you have, the time left in the growing season, and the consequences of a thin or uneven stand. A high result supports using the packet, but does not promise vigorous seedlings. A lower result may still be workable if you have enough seed to sow more densely and can tolerate uneven emergence. If a poor stand would jeopardize the planting, replacing the seed is the safer choice.

How long seeds last and what packet dates mean

Seed-life tables are estimates that assume good storage, not guarantees. Iowa State’s table, last reviewed in December 2023, lists approximate longevity of 3 years for beans and carrots, 2 years for corn, 5 years for cucumbers and lettuce, 1 year for onions, 2 years for peppers, and 4 years for tomatoes. Illinois Extension’s 2023 article gives somewhat different estimates, including 4–5 years for tomatoes and 3 years for peppers. The variation is a reminder that crop and storage conditions matter more than treating a printed year as an expiration verdict. Consult the Iowa State table and Illinois Extension’s overview as rough guidance.

Package-date rules depend on jurisdiction. A July 2025 Maryland Extension answer said seed should not be sold past its packing date unless retested for the current year. That statement concerns a specific U.S. context; it is not a global rule, and it does not mean a gardener must discard older seed kept at home.

How to store leftover seeds

Keep seeds cool, dry, and protected from humidity. Iowa State recommends sealed storage in a cool, dry place and identifies a refrigerator as one option. Illinois recommends cool, dry storage and says below 45°F is ideal; Vermont describes cool, dark, dry conditions and around 40°F as optimal. These are extension recommendations, not guarantees or universal requirements. If you refrigerate seeds, use an airtight container and let it reach room temperature before opening, which helps prevent condensation from forming on cold seeds.
