Yes—in different senses. “Garden City” remains Bengaluru’s cultural identity, while “tree-less dystopia” is a rhetorical description of a real environmental decline, not a literal claim that the city has no trees. Studies and municipal reports document substantial changes in vegetation and canopy, alongside parks, planting programs and ongoing tree-census work. The figures are not interchangeable: they measure different things across different boundaries and periods.
What the two labels mean
“Garden City” describes a reputation and civic identity, not a guarantee that every neighborhood—or the city as a whole today—has abundant tree cover. Conversely, “tree-less dystopia” captures the experience of losing greenery amid rapid urbanization, but it is not a measured condition. Bengaluru still has trees, parks and planted areas. The contradiction is between a lasting identity and environmental change that can be measured in particular ways.
To understand the scale of that change, it helps to separate vegetation cover, tree canopy, paved surface, planting activity and tree inventories. Each answers a different question.
What the studies say about lost greenery
Vegetation cover, 1973–2013
The Indian Institute of Science’s Center for Ecological Sciences reported that vegetation cover in its study area fell from 68.27% in 1973 to less than 15% in 2013. This is a historical vegetation-cover estimate from that study—not a current citywide canopy percentage. Vegetation and paved surface, 1973–2017
A separate IISc Energy and Wetlands Research Group report described an 88% decline in vegetation and a 1,028% increase in concretized or paved surface between 1973 and 2017. These figures belong to that report’s period and land-cover analysis; they should not be substituted for the 1973–2013 estimate or combined with it as if both studies used the same method. Tree-canopy analysis, 2001–2022
BBMP’s Climate Action and Resilience Plan reports an i-Tree Canopy analysis for the eight BBMP zones. It estimates 15,317 hectares of canopy loss across 2001–2022 and annual tree-canopy-density loss of about 720 hectares per year. The plan separately describes 924 hectares per year of standing and newly planted tree-canopy cover. That latter figure uses the plan’s own description; it should not be subtracted from the loss figure or recast as a net gain or net loss. These results support a clear conclusion—serious loss has occurred—but they do not establish one current, consistently defined canopy percentage for all of Bengaluru. “Vegetation cover” and “tree-canopy density” are not the same metric, and the studies have distinct boundaries, methods and end dates.
What BBMP’s recent numbers do—and do not—show
BBMP’s 2024–25 Performance Report records planting and census activity. Those administrative counts describe implementation and progress, not the total amount of living canopy across the city.

The report says the census uses an app developed by KSRSAC and was being conducted under High Court directions. A counted tree is an inventory entry; a planted sapling is a planting output. Neither number, on its own, tells how much mature canopy exists or how that canopy has changed. BBMP, 2024–25 Performance Report
Why planting is not the same as restoring canopy
A sapling planted is not yet a mature tree. The reported total does not say how many plantings survived or how quickly they may grow into substantial canopy. Likewise, a census count can help document trees without measuring canopy area or proving the inventory is complete. These distinctions matter when judging whether a planting program is offsetting losses reported by a land-cover analysis: the available figures track different outcomes, so they cannot be directly balanced against one another.

Who is responsible for Bengaluru’s trees?
BBMP’s Forest Department describes work that includes nurseries, planting, avenue planting, canopy management and tree census. Its 2024–25 Performance Report presents the sapling and census counts as reported program activity. The municipality also describes the Forest Wing’s Avenue Plantation initiative as contributing to Bengaluru’s green cover. These are signs of ongoing civic action, not proof that historical losses have been reversed. BBMP Forest Department
BBMP’s Climate Action Cell also invites corporate and other entities to partner on sustainable development. That is an institutional invitation rather than a consumer planting scheme; the city’s partnership language does not by itself specify a particular tree-planting commitment or outcome. How to read the apparent contradiction
- For long-term vegetation change: the IISc studies report declines over historical periods, but their figures should be attributed to their respective studies and methods.
- For more recent canopy dynamics: BBMP’s eight-zone i-Tree Canopy analysis estimates canopy loss over 2001–2022; it is not a direct tree census.
- For current municipal activity: the 2024–25 planting and census figures record program outputs and inventory progress, not survival rates or a complete canopy measure.
Bengaluru can therefore remain the Garden City in cultural memory while losing vegetation and canopy under urban growth. “Tree-less dystopia” expresses the severity people may associate with that change, but the evidence supports a more precise account: substantial documented loss, continuing greenery, and civic efforts whose reported planting and counting totals do not yet answer how much mature canopy remains or has been restored.
