The plan is a long-term planning framework—not a construction program or approval for individual buildings. The Town of Victoria Park’s project page anticipated a WAPC decision in mid-2026, but the material available here does not establish whether that decision has since been made.
What is the Albany Highway precinct plan?
The Albany Highway Precinct Structure Plan sets a planning framework for growth along the corridor in the Town of Victoria Park. It addresses built form, land use, transport, ecology and the public realm, with the aim of guiding development while supporting a distinct and sustainable precinct. The Town’s planning material also points to more tree canopy, biodiversity connections, stormwater treatment, green infrastructure and public open space, alongside improved walkability and active transport.

The plan divides the area into six sub-precincts, each with its own intended role. It does not set one uniform height or land-use rule for the entire corridor.
What did Victoria Park council endorse?
At its meeting on 17 June 2025, the council endorsed the structure plan and associated scheme amendment for submission to the WAPC. The council minutes record the decision; PerthNow reported that it was unanimous and included amendments concerning public art contributions, open space and zoning around Victoria Park Primary School.

Endorsement by the council was a step in the planning process, not final approval by the WAPC. The Town’s project page described the proposal as a “seriously entertained planning proposal” while awaiting Commission decisions. Because the Town’s posted estimate of a mid-2026 decision has passed, check the Town’s Shape Albany Highway project page and the Commission’s current record for the latest status before treating the plan as approved or in force.

How tall could buildings be along Albany Highway?
PerthNow’s 18 June 2025 report gave different proposed maximums for major sites: up to 24 storeys in Victoria Park, 18 in Causeway, 16 in Central and St James, and six in the relevant East End development areas. The report did not give a corresponding maximum for East Victoria Park. These figures should not be read as a continuous height limit along the highway or as approvals for particular developments. The official plan’s maps and provisions are the appropriate reference for a specific property.
What public-realm and transport changes are proposed?
PerthNow reported proposed shared pedestrian areas, safer crossings, planting and seating, new alfresco spaces, tree-canopy improvements and relocation of 50 per cent of on-street parking bays. That parking figure is a reported plan intention; it is not evidence that bays have already been moved. The Town’s planning material describes broader aims to improve walking and active transport, strengthen green infrastructure and provide more public open space.

The plan therefore pairs development capacity with changes to streets, open space and environmental infrastructure. Whether, where and when those works occur will depend on later implementation and approvals.
What did consultation raise?
PerthNow reported that community consultation lasted 94 days. Its account described concerns about building heights, overshadowing, streetscape character, parking impacts on nearby residential areas, traffic and waste management. It also reported support for greater density, better lighting and retaining tree canopy. These are themes attributed to the consultation reporting, not a quantified poll or evidence of a single community consensus.

What happens next?
The WAPC is the final decision-maker identified on the Town’s project page. The available status information confirms council endorsement and submission, but does not confirm the Commission’s subsequent decision. Once the Commission’s current status is verified, readers can distinguish the planning framework’s status from approvals for individual buildings, street works or other projects.
