North Council Road and Memorial Road: modifying an existing interchange

Gater said traffic near PACOM and nearby development had made the area a problem. He summarized the bridge work this way: “The North Council Road Bridge over the John Kilpatrick Turnpike will be widened to add a protected turnaround lane for those traveling on westbound memorial and looking to get back on the John Kilpatrick Turnpike going eastbound.”
OTA reported a $12.1 million contract awarded to Allen Contracting and a duration of 310 calendar days. At the Feb. 9 meeting, the agency forecast a late-spring-to-early-summer 2026 start and first-quarter 2027 completion. These are the dates stated then, not a verified report of the project’s October status.

County Line Road: a separate new interchange
About a mile west of Council Road, OTA described a different project at County Line Road. Its proposed scope includes a fully directional interchange with eastbound and westbound on- and off-ramps, an extension of westbound Memorial Road to County Line Road, and a bridge over Deer Creek Tributary. The presentation also included additional turnpike widening between Council Road and Northwest 122nd Street.
OTA put the estimated cost at $61 million and anticipated construction in fall 2026. The February record does not verify a start date or current progress. This is a new interchange project, not the North Council Road modification.

What is known—and not known—about traffic and timing
At the February meeting, OTA said the discussed John Kilpatrick Turnpike section carried more than 40,000 vehicles per day and projected more than 90,000 vehicles per day by 2055. The latter is a future projection, not a present-day traffic count. The meeting also described the Access Oklahoma Long Range Bond program as just over $8 billion over 15 years.
The transcript does not establish current lane closures, detours, work progress, or whether the North Council project met its forecast start window. It also does not establish whether the County Line work has begun. Drivers seeking current travel advice should check a current OTA or City of Edmond project notice before relying on the February schedule.
