Skills England’s 2026 assessment identifies installing building interior systems and equipment, building external structures and surfaces, and inspecting and testing structures and equipment as leading technical skill areas across construction priority occupations. They are not a universal ranking of vacancies: the analysis maps skills to occupations and notes that some specialised and emerging roles are not well captured by occupational classifications.
Which construction skills are in demand?
Skills England identified 30 priority occupations for construction. Its analysis highlights three broad technical areas:
- Installing building interior systems and equipment: skills used to fit and install systems and equipment within buildings.
- Building external structures and surfaces: skills involved in constructing external structures and finishes.
- Inspecting and testing structures and equipment: skills used to assess whether structures and equipment meet required conditions.
Skills England also identifies welding, electrical and electronics skills as foundational abilities relevant to recruitment. These categories describe skill areas across priority occupations, not a league table of the most advertised jobs. Some highly specialised and emerging work, including parts of retrofit, is not fully represented by occupational classifications.
Which occupations are employers seeking?
The 30 construction priority occupations include roles shared with other sectors as well as roles selected specifically for construction. Nineteen overlap with at least one other sector. Shared examples include engineering professionals, civil engineers, architects, and CAD, drawing and architectural technicians. Occupations selected specifically for construction include conservation professionals, environmental professionals and chartered surveyors.

Skills England reports that 20% of construction priority occupations are in critical demand and 40% are in critical or elevated demand, using its 2025 occupations-in-demand analysis in the 2026 assessment. These are demand classifications, not guarantees of an individual job, a particular salary or equal demand in every area.
How large is the expected workforce need?
Skills England’s 2026 construction assessment projects 493,000 additional workers in construction priority occupations between 2025 and 2035. It estimates that 595,000 replacement workers will be needed over 2026–2035. Combined, the expansion and replacement estimates amount to 1,088,000 workers. These are planning estimates, not precise forecasts; they depend on factors including housing, retrofit and infrastructure commitments, finance, planning, materials and the time it takes workers to become competent.

A separate estimate gives a sense of planned project demand. In an update published 9 March 2026, the National Infrastructure and Service Transformation Authority estimated an annual average of 629,000 to 706,000 construction and infrastructure workers over the next five years to deliver projects in the UK Infrastructure Pipeline; construction roles account for over two thirds of that demand. This estimate relates to the pipeline’s projects and uses a different method from Skills England’s occupation projections, so the figures should not be added together.
What construction skills should you learn?
Start with the kind of work you want to do, then compare the skills and qualifications employers require in your area. A national priority list can point to broad opportunities, but it cannot tell you which skill is most sought after in every region. Skills England notes gaps in local and occupational data; check current local vacancies and training-provider offerings before committing to a course.

- Interested in building trades? Look at routes that teach installation, construction of external structures and surfaces, or inspection and testing relevant to the occupation you are targeting.
- Interested in engineering or infrastructure? Consider engineering skills and the relevant safety, lifting or access training for the type of project and role.
- Interested in design or the built environment? Explore architecture, civil engineering, CAD and architectural technician, surveying or environmental pathways, checking the qualification requirements for the specific occupation.
Skills England estimates that 59% of projected additional employment in construction priority occupations will require level 2 or 3 qualifications, while 41% will require level 4 or above. Demand therefore includes routes below degree level as well as higher-level professional roles.
Which training routes lead into construction roles?
Options include apprenticeships, further education, higher education and skills bootcamps. The right route depends on the occupation, qualification level, access to work-based experience, duration, local availability and whether you want a work-based or classroom-based programme. Completion of a course does not guarantee employment.

- Apprenticeships: Skills England identifies level 2/3 building and construction apprenticeships as a direct route into priority occupations; level 2/3 engineering apprenticeships also contribute. Its assessment records 117 apprenticeship standards linked to construction priority occupations, including 12 new standards for more specialised areas introduced since August 2022.
- Further education and bootcamps: These contribute routes into construction work, including labouring and progression towards apprenticeships in specialised trades. Check that the course content and level match the role you want.
- Higher education: Architecture, building and planning courses supply architectural roles and some quantity-surveying and chartered-surveying roles. Confirm the particular qualification and professional requirements for your intended occupation.
Skills England reports that, among employed leavers in the 2022/23 tax year, 70% of those completing level 2/3 building and construction apprenticeships and 63% of those completing level 2/3 engineering apprenticeships entered a priority occupation. These historic progression figures describe groups of employed leavers; they are not an individual employment guarantee.

Engineering construction has distinct training needs that should not be treated as a ranking for every building trade. In its 2026 survey, the Engineering Construction Industry Training Board (ECITB) identified health and safety, project management, abrasive wheels, lifting and working at height among short-term needs. Medium-term needs included work access, commercial and contract awareness, and lifting. The work-access examples included PASMA, IPAF and IRATA training.

ECITB also reports regional variation in engineering-construction training needs. Check that any specialist course is relevant to your target role, region and current employer or project requirements.
Why might demand change?
Skills England cautions that future employment estimates indicate broad trends rather than precise outcomes. Construction demand depends on whether planned housing, retrofit and infrastructure activity proceeds, as well as finance, planning, materials and the time required for workers to reach competence. Its 2026 annual skills report states: “The scale of projected demand suggests the education pipeline alone will be insufficient to meet employers’ needs. Therefore, significant reskilling of the existing workforce will be essential.”
