An electricity meter records the electrical energy a property uses over time. Its displayed reading is a cumulative total—usually in kilowatt-hours (kWh)—rather than the amount of your current bill. Older electromechanical meters build that total with a rotating disc and counter; electronic meters calculate it digitally. A smart meter adds communication and other data functions, but “smart” does not by itself mean more accurate.
What does an electricity meter measure?
A meter measures energy consumed over time. It does not count individual electrons or simply record current: it registers electrical use and adds that use to a running total. The number shown is therefore a cumulative reading. To work out consumption for a billing period, a supplier generally compares readings from two dates; the bill then applies the relevant tariff and billing rules.
The basic purpose is the same whether the meter is mechanical, electronic or smart. What changes is how the meter measures and records use, and whether it can send or display additional information.
How does an electromechanical meter work?
In an induction meter, voltage and current create magnetic fields that drive a conductive disc. The disc turns at a rate related to the electrical power being used. A gear train counts its rotations and advances a mechanical register, accumulating energy use over time. The visible counter is the total recorded so far.

This is the familiar meter with a spinning disc and numbered dials or a mechanical counter. Measurement Canada describes the spinning-disc mechanism in its consumer explanation of electricity meter types.
How do electronic and smart meters work?
Electronic meters measure digitally
An electronic meter samples electrical quantities and calculates energy use with digital circuitry. It records the result in a digital register, rather than accumulating rotations on a disc. Measurement Canada describes smart meters as digital meters without moving parts.

Smart meters add communication and data functions
A smart meter combines digital measurement with capabilities such as automatic reading transmission, interval recording, time stamps, and a display. The exact features depend on the meter, communications system, supplier and local rules. A digital meter is not necessarily smart: automatic communication is an added capability, not a requirement of digital measurement.
In England, Scotland and Wales, official household guidance says smart meters can record price and consumption data in half-hourly intervals, while the in-home display updates electricity use in near real time. These are features of the UK system described in the government’s smart-meter guidance, not a universal timetable or feature set.

How do the main meter types compare?

These distinctions describe method and capability, not a ranking of accuracy. Smart communication does not establish that a meter measures more accurately than another type.
How does a meter reading become a bill?
The reading is an input to billing, not the bill itself. A supplier uses the difference between readings over the billing period to determine recorded consumption, then applies the customer’s tariff and other applicable billing rules. A smart meter may provide readings automatically, but it does not set the tariff.

In the UK, the government notes that the first bill after a smart-meter installation may still be estimated if the installation falls at a particular point in the billing cycle. An automatic-reading feature does not guarantee that every bill immediately reflects a smart-meter reading.

Billing meters are subject to approval and oversight, but the rules depend on where the meter is used. In Canada, Measurement Canada says all electricity meters, including smart meters, must meet accuracy requirements; it approves, verifies, inspects and seals measurement components. In Great Britain, billing meters must be of an approved construction and installed in an approved manner. The Great Britain guidance on meter approval and certification also describes examination and testing of meter types against technical standards.

International standards provide another part of the technical framework. IEC 62052-11:2020 sets general requirements and test conditions for AC and DC electricity metering equipment, including functional, mechanical, electrical, marking and external-influence tests. These requirements and type tests do not prove the current condition of any particular installed meter, and they do not establish one universal accuracy percentage for every jurisdiction.
What should you do if a reading or bill seems wrong?
- Check the bill and reading. Compare the meter’s displayed register with the reading printed on the bill, making sure the dates and register correspond. If the bill is estimated, note that before comparing it with actual use.
- Contact your electricity supplier first. Ask it to explain the bill or reading and follow its process for a billing dispute. A billing calculation concern and a complaint that the meter itself is inaccurate may use different routes.
- Ask about the local meter-testing process if the concern remains. In Canada, Measurement Canada accepts complaints for accuracy testing after consumers try to resolve the issue with the utility. In the UK, government guidance likewise advises contacting the supplier and says independent testing may be available. The responsible body and process vary by jurisdiction.
- Do not open, alter or break the seal on the meter. Meter equipment is utility or regulated equipment. Measurement Canada states that unauthorized seal-breaking or tampering is an offence in Canada.
Can you use a separate monitor to check energy use?
A compatible plug-in electricity monitor can help observe the consumption of an individual appliance. It is not the utility billing meter and should not be treated as a measurement of the whole property. Check compatibility with the appliance, outlet and electrical system where you live.
