What the latest January–August data show
China’s National Bureau of Statistics (NBS) reported that residential property development investment reached 3,701.7 billion yuan in January–August 2026, down 19.7% from the same period a year earlier. The release, published September 16, is the latest available official update during Q3 and does not include September. NBS, “Investment in Real Estate Development from January to August 2026”.

These are different parts of the building cycle, not interchangeable measures. Investment reflects spending recorded during the reporting period; starts indicate the flow of newly initiated projects; construction area captures work underway; completions track finished floor space; and sales measure contracted transactions. The NBS says investment is cumulative and includes investment completed during the period for housing, land development projects, public welfare construction and land acquisition. Are the declines getting worse?
Compared with the NBS first-half cumulative report, several key year-on-year declines were steeper by January–August. Residential investment moved from down 17.8% in the first half to down 19.7%; starts from down 24.1% to down 25.4%; and new-home sales floor area from down 12.4% to down 13.0%. Completions were down 25.3% in the first half and 25.4% through August, broadly unchanged at a severe contraction rate. These comparisons are between cumulative reporting periods, not a direct Q3-only or quarter-on-quarter reading. NBS first-half 2026 release.

Earlier, KPMG’s Q2 2026 monitor said Q1 real-estate investment fell 11.2% year on year, a narrower decline than the 29.5% fall in Q4 2025. It also reported Q1 commercial housing sales area down 10.4% and described narrowing declines in starts and construction area. That earlier improvement in the pace of decline did not carry through into a sustained recovery in the later cumulative NBS indicators. KPMG, China Real Estate Market Q2 2026.
New homes and second-hand housing are moving differently
Residential new-home sales remained weaker: floor area fell 13.0% and contract value fell 13.1% year on year in January–August. In contrast, online transaction area for second-hand housing was 549.23 million square meters, up 10.6%, according to Ministry of Housing and Urban-Rural Development data reported in the NBS release. This rise concerns a separate resale channel; it does not mean new-home sales recovered.

What falling homes for sale does—and does not—mean
At the end of August, completed residential commercial floor space for sale stood at 400.83 million square meters, down 0.5% year on year. Total commercial buildings for sale were 753.49 million square meters, down 1.1%. The residential figure is a stock measure, unlike the period flows of starts, investment and sales. The NBS definition covers completed commercial housing available for sale or lease, subject to exclusions in its notes. A modestly lower stock can coexist with falling building activity and sales; by itself, it is not evidence of broad market recovery. NBS notes on commercial floor space for sale.

Real-estate development enterprises received 5,089.3 billion yuan in funds in January–August, down 21.0% year on year. Within that total, domestic loans fell 33.3%, self-raised funds 20.0%, deposits and advance receipts 14.8%, and individual mortgage loans 22.4%. These figures describe weaker funding flows alongside the construction contraction; they do not establish that any one funding category alone caused the decline.

The downturn also varied by region: residential investment fell 15.5% in the West and 29.9% in the Northeast through August. The national decline therefore does not imply identical conditions in every region. NBS regional investment data.

How to read the Q3 update
- Coverage: January–August 2026, not a completed third-quarter total.
- Construction: residential starts and completions were each down 25.4% year on year, while ongoing construction area fell 13.2%.
- Demand: new-home sales contracted, while second-hand online transaction area increased; these are separate markets and measures.
- Inventory: completed residential floor space for sale edged down, but that stock movement does not overturn the declines in current construction and sales flows.
