Nokia President and CEO Justin Hotard says shortages of memory chips and energy are slowing AI data-center construction. His much-quoted claim that projects could move “2x faster” if they could be built faster is an executive’s assessment—not a measured industry forecast or a quantified estimate of how much construction could accelerate.
What is slowing AI data-center construction?
Hotard attributed the slowdown to limited availability of memory chips and energy. TokenPost reported his comments on October 5, 2026, and noted that he did not quantify either the shortages or their effect on construction schedules. TokenPost’s report therefore supports identifying those constraints, but not assigning them a specific delay or estimating how many projects they affect.
Quartz reported the next day that Hotard made the remarks in an interview with CNBC’s The Tech Download podcast. Energy availability matters to data centers because they require substantial power, while memory chips are part of the hardware used in AI systems. The reporting does not establish that these are the only constraints, or that every project faces the same conditions.
What did Hotard mean by “2x faster”?
“If we could build 2x faster, our customers could build 2x faster, they probably would,” Hotard said, according to TokenPost. Read in context, the line expresses his view that customers have reason to build more quickly if supply allows. It is not evidence that data centers could literally be completed in half the time: the report gives no measured baseline, construction schedule, engineering estimate, or quantified supply shortfall.

That distinction matters in the debate over whether AI infrastructure is being overbuilt. A supplier executive’s account of demand and constraints can indicate what one industry participant sees, but it cannot establish how many announced projects will be completed or whether planned capacity is economically justified.
How does the comment compare with AI infrastructure spending projections?
Quartz reported a Brookings Papers on Economic Activity projection of $10.3 trillion in U.S. spending on AI-related data centers, chips, and supporting infrastructure from 2025 through 2032. The report says that projection averages 3.63% of U.S. GDP annually. These are forecast figures, not a tally of spending already made or confirmed commitments; they should not be read as proof that every planned project will proceed. The claims address different questions: Hotard described a perceived supply bottleneck, while the Brookings-related figure estimates a potential spending scale over several years. Neither measures completed construction.
Why is Nokia’s CEO talking about data-center construction?
Nokia sells optical and IP networking equipment used within data centers and to connect them. Those products give the company a commercial stake in AI and cloud infrastructure, but Nokia is not thereby shown to be a data-center builder, and the available reporting does not establish that its equipment is the sole or main bottleneck.

On Nokia’s Q2 2026 earnings call, Hotard described demand for data-center interconnect and “scale-across” networking, and said leading-edge optical products faced supply constraints. He also described broader supply-chain pressure, especially for memory, and said Nokia was working to secure supply, simplify designs, and communicate longer lead times to customers. Quartz also reported Hotard’s view that companies could make substantial progress deploying available AI technology even if no new frontier model appeared for three years. His point is that infrastructure demand may depend on deploying existing technology, not only on the arrival of more powerful models. It is an attributed outlook, not a quantified adoption forecast or an independently verified measure of future data-center demand. Quartz’s report quotes him saying: “Even if we didn’t have another frontier model released in the next three years, we could probably make tremendous progress just deploying the technology that’s there today.”
