The proposed projects range from workforce training and youth programs to neighborhood improvements and historic preservation. The selections and amounts remain preliminary until funding agreements are negotiated and executed. Amtrak’s September 30, 2026 announcement also says the next application round is expected to open in Spring 2027.
What the first grant round includes
The announced awards are part of Amtrak’s Community Investment Program, created alongside the B&P Tunnel Replacement Program to support local priorities and help address construction impacts. Amtrak says the 11 selections followed a competitive process based on merit and eligibility. The release describes these as proposed activities, not completed work or final payments. Amtrak’s announcement does not report individual award amounts or comparative outcome data.
Education, youth and digital access
- Baltimore City Office of Information Technology: computers and digital-skills training at five locations.
- Higher Achievement Program: after-school academic enrichment, social-emotional learning, mentoring and high-school readiness for grades 4–8 at Mount Royal Elementary/Middle School.
- The Be Org: youth access to STEM education, workforce development and community-based education in Penrose/Fayette Street Outreach.
- Wide Angle Youth Media: after-school media-arts programming at Baltimore Design School.
- Baltimore Montessori Inc: schoolyard improvements and expanded after-school programming in Greenmount West.
- Bentalou Recreation Council: restoration and resurfacing of the Mary Ann Winterling Elementary gym floor, plus new basketball hoops.
Neighborhood improvements and preservation
- Parity Baltimore Incorporated: streetscape lighting, planters and greenery, façade upgrades, murals and public art in Midtown Edmondson.
- Edmondson Community Organization Inc: a proposed park on a vacant Midtown Edmondson lot, with a plaza, walkways, landscaping, shade, benches, waste receptacles, bike racks and lighting.
- Eutaw Place Non-Profit Corporation: restoration of Emerson Mansion and creation of community space.
Workforce development
- Dent Education Inc: a paid earn-to-learn youth workforce program in Charles North.
- Green Street Academy: a workforce initiative connecting community members in Carroll-South Hilton with transportation-infrastructure, construction design management and skilled-trades careers.
How the Community Investment Program is structured
Amtrak describes six eligible program categories: community development, parks and recreation, open space, transportation, workforce development and historic preservation. Its general eligibility guidance covers qualifying nonprofit organizations and city or state government entities with projects within one-quarter mile of the program alignment; transportation improvements may qualify within one-half mile. The official Community Investment Program fact sheet distinguishes competitive community grants from direct investments for eligible organizations that cannot manage a community grant.
These first-round grants sit within a broader Amtrak commitment of $50 million for West Baltimore over the coming decade. Amtrak separately describes $750 million in additional direct infrastructure benefits to Baltimore from the overall program; that figure is not the community-grant pool. In March 2026, the railroad also described a $2.75 million historic-preservation grant fund and a $5 million Workforce Hub being developed with the Mayor’s Office of Employment Development and Maryland Philanthropic Network. Those are wider program initiatives, not amounts to add to the announced first-round total unless separately specified. Amtrak’s March program announcement provides the category and initiative details; its September announcement states the two broader Baltimore investment figures.

Why replacement of the B&P Tunnel is significant
Amtrak describes the existing B&P Tunnel as a 1.4-mile structure that opened in 1873. It is the oldest tunnel Amtrak uses, operates at capacity, and its tight curves limit train speed to a maximum of 30 mph. Amtrak says it is a single point of failure for 15 million Amtrak and MARC customers and that age-related problems contribute to frequent delays and extensive maintenance needs. These are figures and characterizations from Amtrak’s project materials, rather than independent ridership or engineering measurements. Amtrak’s September announcement and July 2026 project update describe the tunnel and its constraints.
The replacement program includes two new tunnels for electrified Amtrak and MARC trains, a new fully accessible West Baltimore MARC station, 10 miles of rail upgrades, and local street and bridge improvements. Amtrak says the Community Investment Program is intended to help mitigate impacts during a 10-year construction period; the agency also cites sound barriers, noise and vibration monitoring, and community outreach as mitigation measures. Amtrak’s July update and September grant release outline the infrastructure and community measures.

Construction progress and the published schedule
In its July 28, 2026 update, Amtrak said construction activity was increasing while the tunneling contractor prepared to launch the first of two tunnel-boring machines in 2028. The update reported ongoing work on the Mulberry Street railroad bridge and utility relocation, as well as manufacturing of both machines; the first machine was then reported more than 50% complete. Amtrak also described a new 345-foot utility tunnel expected to be completed in 2027. These are dated status statements and targets, not guarantees of completion. Read the July 28 update.
Amtrak President Roger Harris said the project partners were working toward opening the new Frederick Douglass Tunnel in 2036. That is Amtrak’s stated target, subject to the risks and changes common to major infrastructure delivery. In the same update, Amtrak described value-engineering changes under consideration with the Federal Railroad Administration: eliminating an intermediate ventilation facility and its connecting tunnel, raising the alignment at its deepest point by about 10–22 feet, and keeping the approximate maximum depth there at 150 feet below street level. Amtrak said the changes were intended to address cost pressures while maintaining safety and reliability goals; it did not quantify savings. Amtrak’s July project update gives the schedule and design details.

What residents and organizations should take from the announcement
- The more-than-$4.1-million figure refers to the first round announced for 11 selected organizations; individual award amounts are not stated in the release.
- Selections and amounts are preliminary pending negotiated and executed funding agreements, so the proposed project descriptions should not be read as confirmation that work is underway or finished.
- The grant round is one element of a larger community commitment and a separate infrastructure program; the $50 million and $750 million figures describe different things.
- Amtrak says the next application round will open in Spring 2027. Its published general eligibility criteria and investment types are set out in the program fact sheet and March announcement.
