UK Data Centre Construction Boom Puts Fire Safety in Focus

Data-centre construction can bring batteries and electrical systems onto changing sites before permanent alarms are ready. Fire protection needs to address that interim period through project-specific temporary detection, alerting and evacuation planning.

Fire protection on a data-centre construction site has to keep pace with the build. Electrical infrastructure and UPS batteries can arrive while layouts are changing, contractors are working in parallel and permanent detection or alarm systems are not yet fully operational. A project therefore needs a professionally designed plan for temporary detection, alerting and evacuation—not an assumption that the finished building’s fire systems already protect the work in progress.

Why construction changes the fire-protection picture

Data-centre projects bring electrical systems, batteries and high-value equipment into a site that is still changing. Installation work, dust, ventilation conditions and incomplete maintenance can add risks; the FSM article also identifies overheating, electrical faults, short circuits and installation errors as concerns. At the same time, routes, work areas and contractor activity may shift as construction advances.

The practical issue is the gap between when risk-bearing equipment and activities appear and when permanent systems are ready to provide the intended protection. Fire arrangements should be planned for that interim period and reviewed as the site changes.

How to manage protection during the build

Plan temporary coverage around changing work

Temporary detection and evacuation coverage can be designed for a construction environment and repositioned as work areas and site layouts evolve. The competent design team should decide where coverage is needed, how it relates to the site’s evacuation procedures, and how installation or relocation will be managed. A temporary system is part of a project fire strategy, not a substitute for one.

Decide how alerts reach the people who can act

Project teams should establish who receives an alert, who verifies and escalates it, and how the response works outside normal working hours. If remote notification is used, its routing and monitoring arrangements should fit the project’s operating procedures and the people available to respond.

Use a specialist system as an example, not a universal answer

Ramtech’s FSM article presents its WES temporary wireless system with REACT cloud-based alerting as one example. The vendor describes REACT as sending incident alerts to connected devices and off-site teams. This is a vendor’s product description, not an independent performance comparison or evidence that the system is required or suitable for every site.

Before selecting any construction-site fire and evacuation system, the project’s competent fire-safety team can assess coverage as the site changes, alert routing and monitoring, links to evacuation procedures, installation and relocation needs, and compatibility with the project’s fire strategy and operating arrangements. The cited sources do not establish a comparative ranking of products.

What UK planning guidance and policy say

In a parliamentary answer published on 30 September 2026, the Government said planning decisions should consider likely on- and off-site effects, including cumulative pollution effects on health, living conditions and the environment. It encouraged developers and local planning authorities to engage local Fire and Rescue Services early so potential mitigations can inform an application’s determination. The answer also said data-centre Nationally Significant Infrastructure Project (NSIP) proposals would remain subject to applicable national planning and environmental protections, and that a National Policy Statement for data centres was being prepared—not that one had already been designated. The question concerned the cumulative impact of fire risk, water use, noise and landscape impacts where an AI data centre and a battery energy storage system are proposed on the same or adjacent sites. The Government’s answer does not set out a single blanket assessment or mitigation for every such project. Planning decisions remain case-specific.

What the available fire statistics can—and cannot—tell you

Government figures give broad context, not a data-centre construction-site risk rate. The Department for Energy Security and Net Zero’s July 2026 battery roadmap reports a five-year average incidence rate of 0.7% for GB grid-scale battery sites through 2024/25, compared with 0.8% for non-domestic buildings generally. These are different populations; neither figure is a rate for data centres or for construction projects. Read the battery roadmap.

The Ministry of Housing, Communities and Local Government recorded 39,859 building fires attended by fire and rescue services in England in the year ending March 2026. This national count is not a data-centre breakdown. The release also notes a transition from the Incident Recording System to FaRDaP beginning in November 2025. Why the completed-building fire strategy still matters

A project-specific fire strategy illustrates how design decisions can vary across a data-centre building. The strategy for Project Union in Hillingdon distinguishes data halls from electrical hazard areas and specifies different suppression measures in particular areas. It also addresses handing fire-safety information to the responsible person under Regulation 38 by completion or occupation, whichever comes first. The document is dated 2 December 2022 and describes that project’s completed building; it is an example of project-specific design, not a template or a general prescription for other sites. Construction planning and handover are linked: temporary arrangements must work during the build, while the completed building needs its own considered strategy and the required fire-safety information passed on. The responsible professionals should determine the measures, system choices and timing for the particular project.

Limits of the available evidence

The FSM article is vendor-authored and advocates an approach that includes Ramtech products. The official sources cited here address planning, broad battery-fire incidence and national fire incidents; they do not provide a measured UK data-centre construction-fire rate or an independent comparison of temporary fire systems. That means the evidence supports careful, project-specific planning, but not claims that one temporary system is proven best or that a particular incident rate applies to data-centre construction.
