University Circle’s planned East Stokes tower is a 24-story, 281-apartment building at 10700 Chester Avenue, within the Circle Square development. Cleveland Magazine reported on October 5, 2026, that site work was underway and that the development team was targeting completion in June 2028. The project’s name is provisional; a marketing team is expected to choose a new name.
What is planned for the East Stokes tower?
East Stokes is the working name for a residential tower planned by Cleveland-based UC City Center LLC and PCP Flow as part of Circle Square. The figures below are those reported by Cleveland Magazine in a report by Ken Prendergast published October 5, 2026, under an exclusive content-sharing agreement with NEOTrans.

The same report says the team expects the tower to be completed in June 2028. That is a target, not a confirmed opening date.
What is happening at the site, and when might the tower be finished?
The October 5 report described crews removing older parking areas and roadway and sewer infrastructure in preparation for excavation and a concrete-pad foundation. Alex Smith, vice president of Cushman & Wakefield | CRESCO Real Estate, said on September 11, “The site is being activated as we speak.” The quotation was reported by Cleveland Magazine; it indicates site activity, not that tower construction or occupancy is complete.

The schedule reported for the building was a June 2028 completion target. The report did not establish a separate opening date for residents.
How is Stokes Boulevard expected to change?
The tower work is part of a broader street redesign, with different plans on either side of Euclid Avenue. The proposals described by Cleveland Magazine aim to slow traffic and improve conditions for people walking and cycling.

The roadway project was reported at $4.73 million. The city’s proposed contribution was $946,229, with the balance coming from a federal Surface Transportation Block Grant awarded by the Northeast Ohio Areawide Coordinating Agency to the Ohio Department of Transportation, which is administering the project. At the time of the October 5 report, the city contribution ordinance was moving through City Council and was scheduled for Planning Commission review; the report did not say it had received final approval.
Roadwork timing and the reported closure
The dated schedule in the report called for final design that winter, contractor selection in spring 2027, construction starting by summer 2027 and completion by summer 2028. These are reported plans, not confirmation that each milestone has occurred.

- It needs to be assembled, there is no drawing, and there is a number corresponding to the wall to be assembled on the laminate.
- The assembly is simple and requires glue.
The report also said Stokes had closed to traffic from Chester Avenue south to Reserve Court on September 21 for 450 days. That closure detail and duration reflect the report’s account at publication. Drivers, cyclists and pedestrians should check current local traffic information before relying on that dated schedule.

The report describes East Stokes as the next major residential project from the team behind two nearby Circle Square buildings. The 24-story, 267-foot Artisan at 10700 Chester Avenue was completed in June 2023; the 11-story, 207-unit Library Lofts opened at the end of 2024. Cleveland Magazine reported that both leased quickly and that their performance helped make the case for another tower. Those are the article’s descriptions of local leasing, not a published occupancy dataset.
