That figure is a five-year estimate, not confirmation of a single approved, consolidated budget. Separate official estimates use different time periods and scopes.
What is included in the six-network plan?
An NDRC-hosted Xinhua report defines the “Six Networks” as a broad set of infrastructure systems intended to support economic activity and improve reliability:
- Water networks: water-related infrastructure.
- New-type power grids: upgraded electricity-grid infrastructure.
- Computing-power networks: infrastructure for computing capacity.
- Next-generation communication networks: communications infrastructure.
- Urban underground pipeline networks: buried municipal utility systems.
- Logistics networks: infrastructure supporting the movement of goods.

How certain is the $3.7 trillion figure?
Construction Briefing reported on October 5, 2026, that the prospective five-year programme could total around 25 trillion yuan, or US$3.7 trillion. The available reporting does not establish that this amount has been formally approved as one binding budget. Construction Briefing.

Other official figures provide context but should not be added together or treated as directly comparable: they differ in time period, institutional scope and covered categories.

The NDRC-hosted report also says China had built nearly 3.9 million kilometres of pipelines by the end of 2025. That existing network provides context for the pipeline programme, but it is not a target for the 2026–2030 work. NDRC-hosted Xinhua report, updated May 28, 2026.

Why is China emphasizing these networks?
The NDRC-hosted account presents the initiative as a way to expand domestic demand and stabilize economic growth amid external uncertainties and imbalances between supply and demand at home. It also points to longer-term aims: more reliable infrastructure, stronger security and support for industrial development.
Luo Zhiheng, identified in the report as chief economist at Yuekai Securities, said: “The planning and construction of the ‘Six Networks’ is not only conducive to raising the potential economic growth rate, but also to enhancing the security of development.” NDRC-hosted Xinhua report, updated May 28, 2026.

What the figures do—and do not—show
The 25 trillion yuan headline is a reported estimate of the scale of a proposed five-year programme. The provisional 2026 figure covers the networks and related areas; the grid and pipeline numbers isolate particular sectors; and the central SOE figure describes one group of investors’ plans for a single year. The figures are not a reconciled funding breakdown, and the available sources do not explain how much they overlap.
For construction and infrastructure watchers, the clearest takeaway is the breadth of the stated priorities: power, utilities, communications, computing and logistics, alongside water systems. The overall amount should be read as an indicative scale, not as proof that all projects have been funded, scheduled or contracted.
