The Texas Civil Rights Project is urging Texas not to break ground on two planned youth facilities after alleging that young people’s rights were violated during a statewide juvenile-prison lockdown. The October 2, 2026 report places the proposed projects broadly in North Texas and the Houston area, but does not name them. The allegations about conditions are attributed to records reported by KERA and the Texas Newsroom; the records themselves are not reproduced in the report.
What prompted the call to halt construction?
According to Red River Radio’s October 2, 2026 report, the Texas Civil Rights Project sent the Texas Juvenile Justice Department (TJJD) a letter accusing the agency of violating children’s rights during a lockdown. The group called on the state not to break ground on two planned youth facilities.
The report frames the construction demand as a response to alleged treatment during the lockdown. It does not reproduce the letter, specify its legal arguments or requested actions beyond halting the projects, or identify the two facilities by name.
What happened during the lockdown?
TJJD said an assault on an officer at its Gainesville youth prison on August 7, 2026, prompted a statewide lockdown that began on August 14. The agency characterized the measure as a “safety reset,” a phrase relayed by Red River Radio.

The October 2 report says records obtained by KERA and the Texas Newsroom described children self-harming, urinating on themselves, and being pepper-sprayed a few days into the lockdown. Those are allegations summarized from records by the news outlets, not findings independently established here. The report says restrictions eased over the following month but gives no exact date for when they changed or a complete timeline of the lockdown.
Where are the planned facilities?
The report locates the two projects only in broad terms: one in North Texas and one in the Houston area. It does not give facility names, exact sites, planned capacity, budgets, construction schedules, or authorization status. Those details therefore cannot be used to assess the projects’ scale, cost, or how close they are to breaking ground.

How to understand the dispute
The available account presents two distinct claims: TJJD said a facility assault prompted a statewide safety measure, while the Texas Civil Rights Project alleged that the resulting treatment violated children’s rights and asked the state to stop two construction projects. The report does not include enough project, operational, or cost information to weigh the proposed facilities against alternatives, nor does it resolve the allegations. A fuller assessment would require the advocacy letter, the records behind the reported incidents, official project documents, and TJJD’s response.
