The UK Construction PMI rose to 46.1 in September 2026, up from 44.3 in August, signalling a slower decline in activity—not a return to growth. The new-orders balance moved the other way, falling to 45.9, its lowest reading in three months. Together, the figures point to current output contracting more slowly while demand for future work weakened.
The survey covers September and was reported on 6 October 2026. S&P Global’s release, republished by ConstructUK, and a Reuters report carried by Euronext Live describe the results.
What does the September 2026 UK Construction PMI of 46.1 mean?
The seasonally adjusted headline index increased by 1.8 points, from 44.3 in August to 46.1 in September. That was the least marked downturn in eight months, according to S&P Global, but the reading remained below 50. In PMI terms, construction activity therefore continued to fall compared with the previous month.
The 50 threshold marks no change. A reading below 50 means that, in the survey’s diffusion measure, reports of declining activity outweighed reports of rising activity. A move from 44.3 to 46.1 shows that the decline became less widespread or pronounced; it does not mean output grew by 1.8% or that the sector entered expansion.

S&P Global describes the headline as a seasonally adjusted index tracking changes in total industry activity. Its general methodology says national PMI panels draw on around 400 senior purchasing executives or similar, recruited to represent the monitored sector. Questionnaires are completed in the second half of each month, asking respondents whether a variable rose, fell or stayed unchanged from the prior month. That general panel description is not a confirmed respondent count for the September UK construction survey. S&P Global’s PMI product and methodology information explains the survey approach.
Why did new orders hit a three-month low?
The new-orders balance fell to 45.9 from 47.7 in August, a three-month low. It indicates that incoming work was declining, and total new work fell at its fastest pace since June. This is a survey balance, not a count of contracts or a measure of the monetary value of work booked.

S&P Global reported that construction firms cited delayed decisions on major projects, subdued demand, geopolitical tensions and rising input costs. These are explanations reported by respondents, not independently established causes. Tim Moore, Economics Director at S&P Global Market Intelligence, said: “Total new orders were relatively subdued in September as construction firms reported longer sales conversion cycles and clients deferred decision-making on major projects.”
The difference between the headline and orders matters: the headline measures current activity, while the orders balance gives an indication of incoming work. September’s slower contraction in activity alongside faster declines in new work suggests a weaker pipeline, but the survey alone does not establish how much future output will change.

How did construction subsectors perform?
The downturn was not uniform across the industry. Commercial construction was comparatively resilient, while residential activity recorded the sharpest decline.

All three descriptions should be read as month-on-month survey signals, not as direct measures of construction volumes or project values.

What do the results say about jobs, materials and costs?
Operating conditions remained difficult even as the headline PMI improved. Employment fell again, at the fastest pace for five months. Demand for construction products and materials declined, while supplier delivery times lengthened for a second consecutive month.
Cost pressure eased in pace, not direction. Average purchasing costs continued to rise sharply, but the rate of inflation slowed to a seven-month low. Around 25% of surveyed firms reported higher purchasing costs and 3% reported lower costs. Those shares describe respondents’ reports; they are not a measure of the change in total industry spending.

Are construction firms more optimistic about the next year?
Expectations were mixed and confidence softened. In September, 31% of firms anticipated rising activity over the coming 12 months, while 21% expected a decline. Confidence was at its lowest since May. These are survey expectations, not a forecast that output will necessarily rise or fall by a particular amount.
How should builders and clients read the PMI?
For contractors, clients and suppliers, the September report is best read as two signals moving in different directions: the current fall in activity slowed, but incoming work weakened. The sector-level headline does not mean every business or project experienced the same conditions, and the subsector figures show a sharper downturn in housing than in commercial work.
The survey can help frame discussion of market conditions, but it cannot replace project-level information such as tender pipelines, contract awards, cash flow, regional demand or a firm’s own order book. S&P Global’s commentary that the output downturn was the least marked since January is consistent with improvement in the index, not evidence that contraction has ended.
