The available sources do not establish whether either step has since occurred, so they do not confirm that construction is underway or provide a current schedule.
Where the bridge is and why replacement was proposed
North Landing Bridge crosses the Albemarle and Chesapeake Canal, part of the Atlantic Intracoastal Waterway. It connects North Landing Road in Virginia Beach with Mount Pleasant Road in Chesapeake; USACE’s feasibility report says the bridge itself lies entirely within Chesapeake. The existing crossing is a two-lane, double-swing drawbridge that opened in 1951. USACE’s 2019 project materials describe it as 24 feet wide curb to curb, with no shoulders, and give its design capacity as 8,000 vehicles per day. A 2020 USACE release said it carried more than 11,000 vehicles per day under normal conditions. These are historical agency figures, not a current traffic count. What USACE recommended in 2020
In August 2020, USACE’s Chief of Engineers signed a report recommending a two-lane, fixed high-rise bridge east of the existing crossing. The agency’s plan described a bridge 3,360 feet long and 46 feet 4 inches wide, with nearly 70 feet of minimum vertical clearance, an 8-foot structure depth, and a roadway elevation of 78 feet. USACE reported an estimated project cost of $98.5 million at that time. These are dimensions and an estimate for the 2020 recommended plan, not confirmation of a final design or current cost. The proposed fixed bridge was intended to avoid road closures when vessels pass and, according to USACE’s study materials, require less maintenance than movable alternatives. The agency’s earlier comparison considered east and west fixed alignments similar in cost at that stage; the 2020 recommendation selected the east alignment. A fixed crossing also presents trade-offs: the study described longer wetland crossings, possible effects on residences and a proposed city park, and adverse effects on historic resources. What had to happen before construction
USACE described the 2020 report as a recommendation for congressional authorization, not as approval to begin construction. The agency said the report would undergo review by the Assistant Secretary of the Army for Civil Works and the Office of Management and Budget before formal submission to Congress. Authorization would make the project eligible for construction appropriations; it would not itself establish that construction money had been provided.

The 2020 announcement identified Chesapeake as the nonfederal sponsor and expected future owner, with operations and maintenance responsibility after completion. USACE then projected Chesapeake’s annual post-completion responsibility at $185,000. That figure is a historical projection, not a current estimate. USACE also said preconstruction engineering and design typically could last up to three years and cautioned that the overall process might take five to ten years or more. What is known—and what remains unconfirmed
The official sources cited here establish the recommendation and process described in 2020, but not subsequent project milestones. They do not confirm whether Congress authorized the replacement, whether construction appropriations were made, whether design advanced, or whether work began. They also do not establish a current construction footprint, parcel impacts, or the status of mitigation. Without newer confirmation, a current start date, completion date, or claim that the project is canceled would be unsupported.

Environmental, historic, and property considerations
USACE identified the Albemarle and Chesapeake Canal Historic District as listed in the National Register of Historic Places and described the existing bridge as a contributing property. Its study anticipated adverse effects from demolishing the bridge and changing the canal landscape, and discussed coordination with Virginia’s Department of Historic Resources, archaeological survey, and mitigation work. The agency also noted archaeological sensitivity near the Great Dismal Swamp and a small cemetery near the road. These are study findings and planned coordination, not evidence that mitigation is complete. USACE project page.
The feasibility report says permanent and temporary construction footprints would be determined during the Preconstruction, Engineering, and Design phase. It discusses property interests and construction easements, wetland effects, and an intention to avoid private-property impacts where practicable.
