FIDIC and IRF Sign Agreement to Support Latin American Infrastructure

FIDIC and the International Road Federation will collaborate on research, capacity building, and knowledge sharing, with a focus on preparing and managing Latin American road and transport infrastructure.

FIDIC and the International Road Federation (IRF) have signed a memorandum of understanding to collaborate on road and transport infrastructure research, capacity building, and knowledge sharing. Signed at the 2026 Latin America and the Caribbean (LAC) Transport Forum in Miami, the agreement prioritizes better project preparation, road asset management, and public procurement that can reward innovation and quality. It establishes a collaboration framework—not a construction award or announced funding commitment.

What agreement did FIDIC sign to support Latin American infrastructure?

FIDIC’s announcement describes a memorandum of understanding between FIDIC, the International Federation of Consulting Engineers, and IRF, the International Road Federation. The organizations said they would work together on research, capacity building, and knowledge sharing in road transport and infrastructure, with Latin America an explicit priority. The signing took place at the 2026 LAC Transport Forum in Miami, which FIDIC co-organized with the Inter-American Development Bank (IDB). FIDIC’s announcement does not specify the exact signing date.

FIDIC President Alfredo Ingletti and CEO Susanna Zammataro signed for FIDIC; IRF Director General Gonzalo Alcaraz signed for IRF. The stated purpose is to strengthen the skills and practices needed to prepare, procure, and manage transport projects. The announcement does not name a budget, funded project, implementation schedule, or measurable outcome.

What will the FIDIC and IRF partnership do?

Improve project preparation

FIDIC identifies project preparation as a focus: strengthening the work required to define and prepare projects before procurement and delivery. The announcement frames this as capacity-building collaboration; it does not identify particular projects or promise that any will proceed.

Support road asset management

The partners also point to asset management: looking after road infrastructure over its useful life, rather than focusing only on construction and opening. IRF Director General Gonzalo Alcaraz said roads need to be maintained, made safe, and managed after opening, and that the partnership aims to help road agencies and partners care for existing assets as well as prepare better projects.

Use procurement to encourage quality and innovation

FIDIC and IRF cite public procurement as another area for attention, particularly ways to reward innovation and quality. Alcaraz contrasted that aim with decisions based only on lowest cost. The release describes an intended area of work, not a change to any government’s procurement rules or a specific tender requirement.

Share research and build capacity

Research and knowledge sharing are the collaboration’s stated tools, alongside capacity building. FIDIC President Alfredo Ingletti said investment alone would not deliver infrastructure well without the skills to plan, procure, and manage it. These comments explain the organizations’ rationale; they are not evidence that the memorandum has already improved project delivery.

How the agreement fits the regional infrastructure context

FIDIC’s Latin America/FEPAC group brings together the federation’s Latin American member associations and supports national and regional activities, networking, and capacity building for consulting engineers. Its listed associations are in Brazil, Paraguay, Colombia, Peru, Costa Rica, Suriname, Trinidad and Tobago, and Panama. FIDIC’s regional page describes the group’s role.

A separate FIDIC notice for the LAC Transport Forum said organizers had mapped more than 100 preliminary opportunities, estimated at US$15 billion, across more than 18 countries. These are organizers’ estimates of preliminary opportunities—not committed financing, awarded contracts, or projects delivered through the FIDIC–IRF memorandum. The forum notice describes a ministerial policy dialogue on September 29 and an open project roadshow on September 30, 2026; those scheduled dates do not establish the memorandum’s signing date. How this differs from FIDIC’s agreement with the IDB

The FIDIC–IRF memorandum is separate from FIDIC’s contract-document agreement with the IDB. Under the latter, the IDB has a five-year, non-exclusive licence to refer to nine FIDIC contract publications for IDB-financed projects; some are used in the bank’s standard bidding documents. That arrangement concerns contract forms, not the FIDIC–IRF collaboration on research, capacity building, and knowledge sharing. FIDIC’s IDB agreement announcement and its related notice describe the separate deal.

The Red Book, Second Edition 2017 (reprinted in 2022 with amendments), is among the contract publications named in the IDB arrangement. Its inclusion there does not mean the FIDIC–IRF memorandum licenses or endorses the Red Book.

  • The memorandum sets out areas for cooperation, rather than a specific road project, financing package, or construction contract.
  • Its practical themes are project preparation, long-term road asset management, and procurement approaches that consider quality and innovation.
