Project Hercules Data Center Construction Expected to Start by End of 2026 in Appomattox County

AVAIO Digital’s Project Hercules campus in Appomattox County was expected to begin construction by the end of 2026, but work had not started as of October 5. Here’s what is known about power, water, approvals and projected jobs.

As of Cardinal News’ October 5, 2026 report, construction of AVAIO Digital’s Project Hercules data center campus in Appomattox County had not started. Garet Bosiger, chair of the Appomattox County Economic Development Authority, said construction was expected to begin by the end of 2026, with a building period of about 10 years. Those are forecasts, not completed milestones.

What is planned for the Appomattox site?

AVAIO Digital identifies the project site as 267 Industrial Park Lane in Appomattox and describes it as a 436-acre property. Cardinal News reported that the county’s Economic Development Authority signed an agreement with AVAIO in 2024 to begin development of a $3 billion campus. The project page and report describe a large, phased development; they do not establish that the full campus is already built or operating.

AVAIO says the campus is planned to include 1,000 megawatts (MW) of total baseload power, split between 300 MW of grid power and 700 MW of behind-the-meter baseload. The developer says initial power is expected in 2027. These are AVAIO’s stated plans, not evidence that this capacity has been delivered or that the full transmission expansion is finalized. How much electricity is available now, and how much is planned?

In the October 2026 report, Appomattox County Administrator Susan Adams said 50 MW was available at the site without additional energy infrastructure. She said AVAIO was pursuing increased electrical transmission capacity from Central Virginia Electric Cooperative and Dominion Energy. That present availability is distinct from AVAIO’s longer-term 1,000 MW configuration; the sources do not say when the full planned capacity will be available.

What water and wastewater service is committed?

Town Manager Michael Campbell said the Town of Appomattox would provide up to 45,000 gallons of water and 45,000 gallons of wastewater service per day. As reported by Cardinal News, the town said it had capacity to meet that commitment, and AVAIO would pay utility charges like other customers.

Any request beyond the town’s existing commitment, or infrastructure needed to provide additional service, would require further review and approval, along with agreements addressing capacity, infrastructure, financing and associated costs. The reported daily amounts therefore describe the current commitment, not an established allowance for later expansion.

Which approvals are complete, and what remains in progress?

Adams told Cardinal News that AVAIO had submitted the necessary permit applications and that the Virginia Department of Environmental Quality had approved the project’s stormwater management plan. She also said attorneys were finalizing the performance-agreement language. The report does not describe all permit applications as approved or the performance agreement as complete.

County zoning treats data centers as industrial manufacturing, permitted by right in the county’s two industrial districts. According to Cardinal News, the project therefore did not need a public hearing or special approval from the Board of Supervisors to move in.

What jobs are projected?

Bosiger estimated at least 500 construction jobs during the expected building period. He also said the completed campus is expected to contain six or seven data centers, each employing 25 to 40 people, in addition to sitewide roles such as security and landscaping. These are estimates reported in October 2026, not confirmed hiring totals or guarantees.

What concerns have local residents raised?

Cardinal News reported that a petition started in March had close to 300 signatures. Signers raised concerns about limited resident input, changes to the local landscape and environmental impacts. The report also described local debate over potential tax and employment benefits alongside concerns about land, water, electricity and environmental effects. The petition and coverage do not establish that these views represent a measured majority of county residents.
