Which code edition applies to your bathroom remodel?
The key date is when the building-permit application is made, not simply when work begins. The California Building Standards Commission identifies January 1, 2026 as the effective date of the 2025 code cycle; the state’s guidance says applications received by December 31, 2025 fall under the 2022 edition. The California Energy Commission likewise says the 2025 Energy Code applies to permit applications made on or after January 1, 2026. What that means for a particular bathroom alteration depends on the project scope and the enforcing authority’s review; the date alone does not establish that every bathroom needs the same upgrades. Does a bathroom remodel in Salinas need a permit?
Salinas’s Residential Bathroom Remodel Guide says permits are required for replacing a tub or shower enclosure, relocating plumbing fixtures or cabinets, and installing additional plumbing fixtures. Under the guide’s stated advice, replacing a sink or toilet in the same location does not require a permit.

The guide was revised in August 2023 and cites the 2022-era codes. It is useful local guidance, but it does not settle every question under the 2025 code or establish how the City will classify a different scope of work. Do not assume that every cosmetic refresh requires a permit—or that a project involving plumbing or layout changes is exempt. Check the current requirement with Salinas Building before work starts. What to check before choosing fixtures or starting work
List the changes, not just the room being remodeled
When you contact the City, describe whether the project is limited to finishes, replaces a tub or shower enclosure, moves fixtures or cabinets, changes plumbing locations, or adds fixtures. The guide treats some of those changes differently from a same-location sink or toilet replacement, so a precise scope helps the City answer the permit question.

Check the older-home fixture guidance carefully
The 2023 Salinas guide describes water-efficiency upgrades for qualifying homes built on or before January 1, 2017. For showerheads, it identifies a flow rate above 2.5 gallons per minute as a trigger and lists a maximum replacement rate of 1.8 gallons per minute under the provisions it cites. Those figures are from the City’s 2023 guide; they should not be read as new requirements created by the 2025 code. Confirm the current specifications that apply to your home before purchasing a showerhead.
Ask whether a local amendment affects your project
California law allows jurisdictions to adopt qualifying building-code amendments that may be more restrictive, subject to findings and filing rules. The available state and City materials do not establish whether a Salinas amendment changes a specific bathroom-remodel requirement. The City can address the project’s scope and applicable local rules.

How to apply or get a project-specific answer
Salinas accepts permit applications through its paperless portal. The City distinguishes simple permits for proposed single-trade work from building permits for alterations, additions, and work involving multiple trades. Use the City’s Permit Services page for the current application information.
- Define your scope. Note which fixtures, enclosures, cabinets, plumbing, and finishes will change, and whether anything will move or be added.
- Give the City your application timing. Tell Building whether the application was or will be made before or on/after January 1, 2026.
- Confirm the permit path and fixture requirements. Ask whether your exact work needs a permit and which current code provisions apply before demolition or fixture purchase.
