Construction has started on two microgrids for Hawaiʻi Department of Transportation (HDOT) Highways district offices: one on Oʻahu and one on Kauaʻi. Announced September 30, 2026, the projects pair solar canopies with battery systems, electric-vehicle charging and microgrid controls. Their stated goals include improving facility energy resilience and supporting fleet electrification; the projected generation and resilience benefits are not yet operating results.
Where are the microgrids being built?
The projects serve HDOT Highways’ Oʻahu District Main Office on Kakoi Street and Kauaʻi District Main Office on Haleukana Street. Hawaiian blessing ceremonies marking the start of construction took place in August, before the September announcement. Sustainability Partners’ September 30, 2026 announcement identifies both sites.
What will each site include?

The announced daily generation figures add up to 2.2 MWh across both sites. They are expected output, not measured production. The battery figures are power ratings in megawatts (MW); the announcement does not state the batteries’ energy capacity in megawatt-hours (MWh), so it does not establish how long they can supply a particular load.
How are the systems intended to work?
Schneider Electric’s EcoStruxure microgrid technology is the named control layer. It is described as coordinating solar generation, battery storage, EV charging and interaction with the utility grid, with centralized visibility and control of energy resources and electrical loads.

For Oʻahu, Sustainability Partners says it is working with Hawaiian Electric toward enrollment in the utility’s Energy Export program. That could allow the site to send surplus electricity to the grid, but enrollment and actual exports have not been confirmed.
HDOT Director Ed Sniffen described the projects as a step toward stronger infrastructure resilience and said the solar and battery systems are intended to support energy security during severe weather and multi-day blackouts. The announcement provides no outage test results, operating history or measured savings; resilience remains a project objective, not a demonstrated outcome.

Who is delivering the work?
Hensel Phelps is leading construction of both microgrids. The contractor describes the wider Hawaiʻi HDOT program as a multi-site task order covering infrastructure upgrades, microgrids and EV charging at highway and airport facilities. Its program project page describes design-build delivery with Group 70, Stantec and Wasa Electrical Services. It does not give a current completion date for these two projects.

The September 2026 announcement confirms that construction has started but does not provide a confirmed completion date, project cost or site-specific financing terms. An October 23, 2025 Hawaiʻi Environmental Notice for the proposed Kauaʻi project said completion was expected by January 2027. That was an earlier prospective schedule, not confirmation of the current deadline or final completion.

The 2025 state notices described Tesla Megapack batteries in the proposed project plans: the September notice for Oʻahu and the October notice for Kauaʻi. The 2026 construction announcement does not name a battery supplier, so the earlier model identification should be understood as proposal-stage information.
Sustainability Partners describes itself as a Public Benefit Company that facilitates infrastructure funding, deployment and ongoing care, and says its general model uses monthly usage fees under month-to-month agreements. Those general statements do not disclose the contract structure or price for these HDOT projects.
