Construction of a new cruise terminal at Naha Port in Okinawa, Japan, formally began on October 5, 2026. The project announcement says the terminal is targeted for completion and the start of operations in March 2028; that is a target, not a confirmed opening date.
Who is developing the Naha cruise terminal?
Naha Port Authority, Cruise Port Naha G.K., MSC Cruises and Royal Caribbean Group held the groundbreaking at the future terminal site. The formal start of construction was reported in an announcement provided by Royal Caribbean Group and distributed by PR Newswire. The release identifies Cruise Port Naha G.K. as a joint venture between CTL Maritime and RCL Cruises Ltd.
Under a Cruise Hub Formation Agreement concluded with Naha Port Authority in August 2026, Cruise Port Naha G.K. is responsible for developing and operating the new terminal. The announcement does not name a construction contractor, so the joint venture’s development role should not be read as identifying the firm carrying out the building work.
When is the new Naha cruise terminal expected to open?
The project announcement targets completion and the start of operations for March 2028. It does not guarantee that date or provide a detailed construction schedule. Whether the target changes will need to be confirmed in a later project update.

What is planned for the terminal?
The project partners describe purpose-built passenger facilities and improved operating efficiency, with the broader aim of supporting cruise tourism and regional connectivity. These are stated project objectives, not measured outcomes.
The announcement does not publish a budget, terminal floor area, quantified passenger capacity, berth dimensions, construction phasing, or an environmental and permitting profile. It also does not specify ship-size limits for the new facility.

How does the project fit Naha Port’s cruise activity?
Naha Port Authority says the port received 260 cruise ships in 2019, a record year in which its port-call count ranked first nationally. The authority reports 205 cruise ships in 2025 and says cruise activity recovered after disruption from the COVID-19 pandemic. These are figures reported by the authority for those respective years; its wording does not establish whether the figures represent unique vessels or calls.
Naha was designated an International Cruise Ship Hub Formation Port by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in 2019, according to the project announcement. The port authority’s cruise hub plan was published on January 21, 2026, and its summary was revised on July 23, 2026.

How does the new terminal compare with existing Naha berths?
Naha Port Authority lists dimensions for two existing cruise berths. They provide port context only: the project announcement does not say that the new terminal will use either berth or share its dimensions.

What the project partners say
In the Royal Caribbean Group-provided announcement, the company’s chairman and CEO, Jason Liberty, described Japan as an important cruise market and said the group was investing in infrastructure in Naha that it expects to benefit the local community. MSC Group Cruises Division Executive Chairman Pierfrancesco Vago said the company sees potential in Okinawa’s position among Asian cruise destinations. These are statements from project partners, not independent assessments of local economic impact.
