He asked officials to prepare a record of such cases. The figure is his reported statement; it is not independently verified here as a statutory deadline or a rule currently applied to every project.
He also called for tendering to be strictly time-bound and for advance planning where tenders are repeatedly cancelled or attract no bids. The report says he linked avoidable delays to rising construction-material costs and stalled projects. It does not establish how often these problems occur or identify particular states or projects.
How did he propose handling pending clearances?
Chouhan reportedly urged officials to work directly with the Environment Department and District Collectors to resolve pending forest and environmental clearance files, rather than relying on repeated correspondence. He was quoted as saying, “The game of exchanging letters will not work.” That wording is attributed to the event report; a primary transcript was not available to independently authenticate the quotation.

What did he say about road design and construction quality?
Chouhan called for engineering suited to local geography and weather. The event report says he identified gradients, drainage, culverts and waterlogging as considerations in preparing detailed project reports (DPRs), and called for culverts, robust drainage and planting alongside road construction. The account supplies no technical specifications, so these points should be read as reported priorities rather than a complete design standard.
He also called for no compromise on construction quality and immediate blacklisting of agencies found responsible for substandard work. The report records a demand for action, not confirmation that a particular agency has been blacklisted or that an enforcement decision has been made.

What is PMGSY, and what was reported about PMGSY-IV?
The Pradhan Mantri Gram Sadak Yojana (PMGSY) is the Government of India’s rural road connectivity program, intended to connect unconnected habitations as part of a poverty-reduction strategy. The National Rural Infrastructure Development Agency (NRIDA) describes the program as pursuing high, uniform technical and management standards and provides scheme guidance, manuals and quality-assurance material on its official website.
The APNA MA TV event report attributed several progress figures to the minister’s remarks: approximately 8.50 lakh kilometres of rural roads constructed nationwide, a PMGSY-IV target of 62,000 kilometres of new roads, and 20,000 kilometres reportedly approved toward that target. These are figures reported from the address, not independently verified current totals.

Why does execution matter as much as approval?
A road project moves through linked stages: approval must be followed by tender readiness and a viable bid, required clearances, design suited to local conditions, and construction that meets quality expectations. The issues Chouhan raised point to potential delays or weaknesses at each stage. An approval figure alone cannot show whether a road has started, whether a clearance is resolved, or whether the completed work meets the intended standard.
NRIDA’s emphasis on technical and management standards places quality within the scheme’s administration, alongside connectivity. In a News On AIR account of a review on October 16, 2025, Chouhan had also emphasized quality standards and stipulated completion timelines. That earlier report provides context for his public messaging; it does not establish whether the later directions have been implemented.
