Concertus Launches £1bn Link14 Construction Framework

Concertus’s Link14 public-sector construction and building-services framework is advertised at up to £1bn excluding VAT, across seven lots, with tenders due 5 November 2026.

Concertus has launched Link14, a planned four-year public-sector construction and building-services framework worth up to £1 billion excluding VAT. The current tender notice, published on 6 October 2026, sets out seven lots and a 5 November 2026 tender deadline. It is a live procurement, not an awarded framework: the available notice does not identify appointed suppliers.

What is the Link14 framework?

Link14 Construction & Building Services Framework is a multi-partner procurement framework being run by Concertus Suffolk Limited for public-sector clients. Concertus’s 16 June 2026 launch announcement described an intended four-year term from June 2027 to May 2031 and a maximum value of £1 billion. The October tender notice specifies that the £1 billion maximum is excluding VAT. This is a framework ceiling, not a guarantee of spend or construction work.

Concertus announced its predecessor Suffolk Construction & Building Services Framework as running from 1 June 2023 to 31 May 2027. Link14 is intended to follow it, but the October notice is the more current source for the procurement’s advertised lots and deadline. Concertus’s Link14 launch announcement and the 6 October 2026 tender notice describe different stages: a launch and market-engagement announcement, followed by the published tender.

Which regions and lots does it cover?

The tender divides the framework into five construction lots and two building-services lots. The regional labels are East Anglia & Home Counties and Midlands & West Country, with a separate “Belt of England” lot for larger construction work. Concertus’s earlier announcement named East Anglia, the East and West Midlands, and the Home Counties of Oxfordshire, Berkshire and Buckinghamshire, as well as parts of the West Country including Gloucestershire, Wiltshire and Bristol.

The published value bands for lots 4 and 5 overlap from £12m to £14m. The notice does not explain how that boundary is administered, so prospective suppliers should check the procurement documents or ask Concertus rather than assume which lot applies.

What work is included, and how can clients use the framework?

The described work spans new-build construction, extensions, refurbishment, civil engineering and site preparation, as well as building installation, completion, repair and maintenance. Building-services scope includes mechanical, electrical and plumbing work and the installation of electrical and mechanical equipment. The notice also lists architecture, construction, engineering, inspection and real-estate services. Concertus’s launch announcement additionally referred to emerging housing-delivery opportunities.

Public-sector clients can access work through direct call-off or mini-competition. The notice lists NEC, JCT, ICE, ICC or project-appropriate bespoke terms and conditions. Concertus describes the framework as multi-partner, with multiple partners to be appointed within lots; the available notice does not establish which suppliers will be appointed.

What is the tender status and deadline?

The UK4 tender notice was published on 6 October 2026 and gives 5 November 2026 as the tender deadline. Concertus’s June announcement had said formal procurement was expected to begin in September 2026; use the October notice for the advertised lots and deadline. Because the deadline is time-sensitive, bidders should confirm it in the current procurement documents before acting. Neither the launch announcement nor the published tender notice establishes an award or completed supplier appointments.
