The project owner also reports that rainy-season waterlogging and difficult open-cut tunnel conditions have complicated construction. The latest detailed progress figures are dated snapshots—not a single overall completion rate—and the owner’s June and August 2027 milestones remain targets.
What the Phú Quốc LRT will connect
The first phase is a Sun Group-invested, build-operate-transfer (BOT) project intended to connect Phú Quốc International Airport with the APEC Conference and Exhibition Centre and destinations in the island’s south. Vietnam’s Ministry of Culture, Sports and Tourism said the project broke ground on 19 December 2025, with investment of nearly VND 9,000 billion, as part of infrastructure preparation for APEC 2027 (Ministry of Culture, Sports and Tourism).
Voice of Vietnam (VOV) describes a 17.59-kilometre, double-track line with 1,435-mm standard gauge. Its planned alignment includes approximately 14.81 km at ground level, 0.78 km elevated and 2 km underground (VOV). These sections involve different construction work, so progress percentages for one package should not be treated as the completion rate of the whole railway.
Latest reported construction progress
VOV’s September 2026 update reported that bored piles for bridge and tunnel works were complete, bridge abutments and piers were about 85% complete, trackbed earthwork was about 97% complete, and crushed-stone base layers were about 80% complete. It also said rail laying on the trackbed had started (VOV’s September 2026 report).

Those figures describe different packages and are not directly interchangeable with the earlier measurements below. The project owner’s beginning-of-August update reported excavation and sand fill for the trackbed at approximately 97%, earth fill at 79%, bridge pier caps at 63%, bridge shafts at 56%, bored piles for the tunnel at 97%, and tunnel excavation at 42% (Sun Group / APEC Phú Quốc project portal).
VnExpress later reported calibration-rail installation after eight months of construction, with nearly 600 engineers and workers working three shifts. Its 6 October page confirms the rail-installation activity but does not provide a comparable October breakdown across the project’s work packages (VnExpress).

Disbursement figures do not agree on the percentage
Both the project owner’s August update and VnExpress report VND 1,800 billion in disbursement. The owner states that amount as 28.7% of total investment, while VnExpress describes it as about 20%. The reported percentages conflict; the available figures do not establish a way to reconcile them, so neither should be presented as an agreed share (project owner; VnExpress).
What heavy rain has affected
According to the project owner’s August account, the island’s rainy season caused serious waterlogging and hindered drainage while crews built the trackbed in the road median. At two open-cut tunnel sections, hard ground prevented installation of Larsen sheet piling as originally designed. Contractors switched to open-cut excavation, which the owner says raised the risk of side-slope slippage. Rainwater repeatedly collected at the sites, requiring pumping and removal of slipped soil. The owner said crews were working three continuous shifts (project-owner update).

This account describes site conditions and the response, but it does not establish that rain caused no schedule delay or that every work front remained unaffected. The reported progress figures show work continuing in several packages; they do not, by themselves, prove that the overall schedule is unaffected.

The project owner targets system testing in June 2027 and commercial operation in August 2027. The government’s groundbreaking account described a Q2 2027 completion target. These are distinct milestones: the government’s construction-completion target precedes the owner’s planned testing and commercial-service dates. All remain plans, not confirmed outcomes (project owner; Ministry of Culture, Sports and Tourism).

VOV reports planned operating speeds of 70–100 km/h, maximum capacity of about 4,500 passengers per hour and an expected journey of about 20 minutes from the airport to the APEC and southern resort areas (VOV). These are design specifications and service expectations, not measured operating performance.

How to read future progress updates
- Check the report date. An August figure is not an October status report, even when a later article confirms activity on site.
- Match the work package. Trackbed excavation, earth fill, crushed-stone base, bridge structures, piles, tunnel excavation and rail installation measure different work.
- Note the construction section. Ground-level, elevated and underground segments have different activities and constraints.
- Separate milestones. Construction completion, system testing and commercial service are not the same event.
