Rana Plaza Construction Corruption Case: Arguments Deferred to 28 October

The Rana Plaza construction corruption case has been set for further arguments on 28 October 2026 after being returned from the judgment stage in September.

Arguments in the construction corruption case involving Rana Plaza owner Sohel Rana and seven others have been rescheduled for 28 October 2026. The date is for a hearing, not a verdict. Acting Judge Rafiqul Islam set it after the presiding judge, Divisional Special Judge BM Tariqul Kabir, went on leave; the case had been returned from the judgment stage for further arguments on 1 September.

What the 28 October date means

The hearing was originally scheduled for 6 October. On that date, Acting Judge Rafiqul Islam moved arguments to 28 October because Divisional Special Judge BM Tariqul Kabir was on leave, according to The Daily Observer’s 7 October 2026 report and bdnews24.com’s 6 October report. The new date is a scheduled opportunity for further arguments; it is not a date on which a decision has been announced.

The case had been listed for judgment on 16 August 2026, but reporting said the judgment was not ready. On 1 September, the court withdrew it from the judgment stage on its own initiative and called for fresh arguments, saying further clarification was needed before judgment. No judgment in this construction case had been reported as of 7 October 2026. Which case is being heard

This is the construction corruption and irregularities proceeding concerning approvals for Rana Plaza. It is separate from the murder case arising from the deaths in the collapse and from a building-regulation case. A hearing or outcome in one proceeding should not be treated as the status of the others. The current reporting does not provide a primary court order, case number or exact statutory provisions for the 28 October listing.

Reports say Sohel Rana has bail in this construction case but remains in jail in connection with the separate murder case. His custody status is time-sensitive and is attributed here to current reporting, not presented as a permanent status.

Who are the defendants?

The current reports identify eight defendants:

  • Sohel Rana, owner of Rana Plaza
  • Refat Ullah, former Savar municipality mayor
  • Uttam Kumar Roy, former chief executive officer
  • Rafiqul Islam, executive engineer
  • Mahbubur Rahman, former assistant engineer
  • Rakibul Hasan Russell, former sub-assistant engineer
  • Farzana Islam, former town planner
  • Md Abdul Motalib, licensing inspector

Reporting says Mahbubur Rahman and Farzana Islam have been absconding since the case began, while the other defendants are on bail in this proceeding. These are reported case-status details and may change.

What the construction case alleges

The Anti-Corruption Commission (ACC) filed the case at Savar Police Station on 15 June 2014 against 17 people over alleged construction irregularities. Sohel Rana was added after further investigation reportedly identified him as the person primarily overseeing the building. The trial began in May 2017. Reports say charges were framed against 10 people and 19 of the 20 prosecution witnesses testified.

According to the reported prosecution account, a six-storey shopping complex was approved in 2006. An application was later made to add four floors. Investigators alleged that a new file concealed information from earlier approval records before a ten-storey plan was approved. The building was subsequently used by five garment factories. These are allegations and reported investigative findings, not findings established by a judgment in this construction case.

The collapse and its context

Rana Plaza collapsed near Savar bus stand on 24 April 2013. Reports published in 2026 give the death toll as 1,136 and say 2,438 survivors were rescued alive. Accounts differ on the number injured or disabled, so a single injury total should not be treated as settled here. The collapse is the context for the construction allegations, but this hearing concerns the separate construction corruption case.
