On September 27, 2026, Delhi PWD minister Parvesh Verma inspected recently laid roadwork in the Tilak Nagar area. News reports say AAP MLA Jarnail Singh challenged the quality of the surface and pulled up portions of it by hand. A man identified in reports as Sahib or Saheb Singh recorded the events.
A video circulated afterward. Hindustan Times and The New Indian Express described it as showing Verma push down the man’s hand holding the phone and appear to slap him. The context and accounts of the confrontation are contested; the video description alone does not settle what preceded it. Verma said in a video he posted: “When one of his workers started hurling abuses at my family, I reacted just as anyone would in the heat of the moment.” Hindustan Times and The New Indian Express reported on the episode.

Was the Tilak Nagar road found to be poor quality?
The reviewed reports do not establish that the road failed its specification. They contain no independent engineering assessment, test result, core sample, contract specification, or official inquiry conclusion that determines the quality of the work. A portion being pulled up by hand, as reports describe, does not by itself establish whether the road complied with its design or contract requirements.
Mint reported that AAP leader Arvind Kejriwal called for a detailed investigation. That demand is not an investigation finding. Until a technical assessment or other documented evidence is reported, the road-quality allegation remains contested. What action did Delhi Police take?
The reported police actions are separate procedural developments, not findings of guilt:
- September 28, 2026: The New Indian Express reported that Delhi Police lodged a non-cognisable report (NCR) under section 115 of the Bharatiya Nyaya Sanhita in connection with Sahib Singh’s complaint. It also reported action on a complaint by a PWD assistant engineer against Jarnail Singh.
- September 29, 2026: Mint reported that an FIR had been registered against Jarnail Singh over alleged obstruction of public servants.
An NCR and an FIR are not interchangeable, and the reports do not establish that the allegations in either complaint have been adjudicated. The New Indian Express’s September 28 account and Mint’s September 29 update report the respective developments.

Why the construction-quality question remains open
For a public-works dispute, the central technical question is whether the completed work meets the applicable contract and engineering requirements. The reports reviewed through October 5, 2026, describe a visible confrontation and opposing political allegations, but do not provide the project specifications or test evidence needed to answer that question.
