Melwa is preparing to enter Sri Lanka’s cement market with a reported Rs. 6 billion grinding and blending facility in Seeduwa. A report published on October 2, 2026, said construction of the civil structures was complete but equipment and commissioning work remained; company officials then forecast operations would begin within two to three months. That was a forecast, not confirmation that production has started or that cement is available to buy.
What is Melwa building in Seeduwa?
The project is described as a grinding and blending plant that will process imported materials. It is not described as an integrated cement works producing clinker in a kiln. Marketeer.lk reported the Rs. 6 billion investment on October 2, 2026; Melwa’s official news page lists an announcement titled “MELWA Cement invests Rs. 6 Bn in Seeduwa plant” dated October 1, 2026. Marketeer.lk’s report and Melwa’s news page describe the announced investment.

The reported process includes proportioning and mixing materials, separating cement by particle size, storing it in silos and packaging it for delivery. This differs from an integrated plant that manufactures clinker by kiln processing before grinding it into cement.
When will Melwa cement production start?
As of the October 2 report, civil structures were complete, but mechanical systems, processing equipment and laboratory facilities were still outstanding. Company officials expected operations to begin within two to three months of that report. This is a prospective schedule: the available October reporting does not establish that commissioning was completed, give a confirmed opening date or show that products reached the market.

What cement products and formats are planned?
The initial product plan reported for Seeduwa includes blended hydraulic cement conforming to SLS 1247 and Portland composite cement manufactured according to SLS 1697. The planned supply formats are 50 kg bags and bulk deliveries. These are reported plans; the October sources do not independently confirm final certification, the products’ launch or current availability.
How much cement can the plant produce?
Published estimates differ, and should not be treated as a single confirmed capacity. Marketeer.lk’s October 2026 report estimated around 30,000 bags per day. At 50 kg per bag, that is approximately 1,500 tonnes daily, or close to 550,000 tonnes annually. A September 2026 report by Meepura English quoted management giving a higher estimate of 80 to 100 tonnes per hour and 1,800 to 2,000 tonnes per day.

The available reports do not explain the difference between the estimates or establish final operating capacity. Neither figure is an independently confirmed production result.
Where is the plant, and how does Melwa plan to distribute cement?
The facility is in Seeduwa. The reported site rationale includes proximity to Colombo Port and the Katunayake Expressway, which are relevant to moving imported materials and finished cement. Company representatives said Melwa’s transport fleet would support islandwide distribution; that is the company’s stated distribution plan, not confirmation of retail coverage or supply in every area.

The October reporting does not identify distributors, set out delivery terms or confirm where bagged cement or bulk supply can currently be purchased.
Is this the same as Melwa’s earlier Hambantota proposal?
No. In July 2021, Hambantota International Port Group said Melwa was discussing a separate cement plant near the port, with an initial capacity of approximately 1.3 million metric tonnes, and that HIPG was studying the proposal. That historical figure belongs to the Hambantota proposal, not the Seeduwa facility. HIPG’s 2021 notice describes the separate project.

Another distinct project is the Lanwa Sanstha Cement facility at Mirijjawila. Sri Lanka’s Media Division reported total capacity of 4 million metric tonnes and phase-one capacity of 2.8 million metric tonnes per annum. These figures are not Seeduwa capacity. The Media Division’s announcement identifies the Lanwa project.

- The final operating capacity and confirmed product range.
- Certification status and the date products first became available.
- Which distributors will supply bagged cement and bulk orders.
Meepura English also reported management statements concerning permits and environmental effects. Those statements are attributed claims; the reports cited here do not independently establish their findings. The available sources likewise do not provide a verified, like-for-like cost or market-share comparison for the new facility.
