President Donald Trump announced Arsenal-2, a planned shipyard at Tradepoint Atlantic in Baltimore County, Maryland. Anduril says the facility is intended to manufacture critical components for Virginia-class submarines and expand the U.S. submarine industrial base. The White House called it the “largest new shipyard” in the country, but the available project information does not establish an independently verified national ranking.
What Anduril plans to build
Arsenal-2 is Anduril’s proposed software-defined shipyard at Tradepoint Atlantic, within the Sparrows Point complex in Baltimore County. The company describes the project as a way to add capacity to the submarine industrial base by manufacturing components for the Virginia-class submarine program. The announcement does not describe Arsenal-2 as a facility for building complete submarines.
Maryland’s Department of Commerce says the planned facility would cover two million square feet. That is a project plan, not a measurement of an operating shipyard. The announcement materials do not establish a construction completion date or when production is expected to begin.
How the $6.6 billion figure is made up
Anduril’s stated $6.6 billion total combines two different figures: a planned private capital investment and a Navy contract ceiling. They should not be treated as equivalent commitments or as money already spent.

Maryland’s projected facility and job figures
The Maryland Department of Commerce estimates that Arsenal-2 would create more than 3,100 new permanent jobs and support over 14,000 jobs directly or indirectly. These are state projections tied to the planned project, not current employment counts or a report of jobs already created.
Is Arsenal-2 the largest new shipyard in the United States?
The White House’s October 6, 2026 video title described Arsenal-2 as “The LARGEST new shipyard in the United States,” and Trump used a similar formulation in remarks reported by the Associated Press. Those are announcement claims. The project information does not provide a common definition of “largest” or a comparison of U.S. shipyards that independently verifies the ranking.

The superlative is also complicated by a separate announcement: in July 2026, Texas Governor Greg Abbott described Saronic Technologies’ Port Alpha project at the Port of Brownsville as expected to be the country’s largest shipyard. That competing description does not establish which project is larger. The announcements do not supply comparable measurements that would settle the question.
A meaningful comparison would need to specify the measure—such as facility floor area, land area, production capacity, vessel types, or investment—and account for project phase. The published figures for Arsenal-2 do not provide that like-for-like national comparison.
