Yes. France’s construction downturn persisted into 2026 in measures of realized activity and investment, even as housing starts remained above their depressed 2025 level. The evidence points to a fragile, uneven recovery—not a confirmed sector-wide rebound: starts rose year on year but slipped quarter on quarter, while construction value added and investment fell in Q1 2026.
What do the latest indicators say about French construction?
They describe different stages of activity, and they do not yet tell the same story. Permits indicate authorized future work; starts show projects moving further along the pipeline; national-account measures such as investment and value added capture realized economic activity. Better starts can therefore coexist with falling output and investment, particularly when projects take time to reach construction sites and progress into completed work.

Are French housing starts recovering in 2026?
They had improved against 2025 but were not rising steadily. SDES counted 75,494 housing starts in Q2 2026: 18% more than in 2025, but 2.2% fewer than in Q1 and 7% below the average quarterly level of the previous five years. The year-on-year gain reflects comparison with a weak base; the quarter-on-quarter decline and gap from the five-year average show why it is premature to call this a broad recovery.
Permits also weakened in Q2. SDES reported 88,560 housing permits, down 10.3% from Q1 and 12% below the five-year average. Because permits precede starts, and starts precede much of the measured output, movements in one stage do not translate immediately or one-for-one into another.

Why did construction remain weak despite more permits in 2025?
France authorized 379,222 dwellings in 2025, 15.0% more than in 2024 but still 8.8% below the preceding five-year average, according to SDES’s 2025 housing-construction results. That was a rebound in authorizations, not evidence that the same volume of work had already been built or entered national accounts.
There is also a timing difference: an authorization must be followed by a project starting, and construction activity then unfolds over time. The Direction générale du Trésor reported that construction value added fell 1.5% and investment fell 1.7% in Q1 2026. The department puts construction at about 5% of French GDP, but those two declines are sector measures, not a forecast of the whole economy.

What do the building-sector outlook and surveys suggest?
The Fédération Française du Bâtiment (FFB) reported that building activity volume fell 4% in 2025 and forecast a limited 1.8% increase in 2026, driven by a temporary recovery in new housing. In its June 2026 summary, FFB said building production was down 1.2% year on year at constant prices in Q1 and described the housing recovery as fragile. These figures concern building activity; they should not be treated as identical to the Treasury’s broader construction investment and value-added measures. See the FFB June 2026 outlook.
Survey conditions had not confirmed a clear turn either. In its June 26, 2026 analysis, the Direction générale du Trésor said: “Les données d’enquêtes de juin ne signalent toutefois pas encore de reprise franche à ce stade” (“The June survey data do not yet signal a clear recovery at this stage”). Its analysis also noted that the June building business climate remained below its long-run average and that the electoral cycle was expected to restrain public works. What could support—or limit—a recovery?
The Treasury identified possible supports, not guaranteed outcomes. Housing starts could feed through to activity with a lag; stronger non-residential starts could add work; and the reopening of MaPrimeRénov applications on February 23, 2026 could support maintenance and improvement projects, including some delayed during the pause. A prospective Jeanbrun tax measure could also support private rental investment in collective housing. How should these figures be compared?
- Check the time basis. A year-on-year increase can coexist with a quarter-on-quarter decline, as Q2 2026 housing starts demonstrate.
- Keep pipeline measures separate from realized activity. Permits and starts concern prospective or newly begun work; investment and value added are national-account measures of activity.
- Do not merge different sector coverage. FFB’s building series and the Treasury’s construction measures are not identical.
- Account for a method change in housing estimates. SDES adopted a revised DR++ method for real-date provisional estimates from September 2025; older and newer series may not be perfectly comparable without consulting its method note.
