What the Data Center Boom Looks Like From the Sky

Dated aerial and satellite images can trace data center construction, from land clearing to building footprints. Permits, utility records and energy studies are needed to establish status and resource use.

From above, the data center boom looks like a changing construction landscape: cleared land, graded pads, expanding building footprints and, in some cases, visible cooling equipment. Dated aerial or satellite images can show where work is progressing, but they cannot establish whether a facility is operating, how much electricity it uses or how much water it consumes. Those questions require permits, utility and company records, and energy research alongside the imagery.

What overhead images can reveal

Comparing images of the same site taken at different times can make construction milestones visible. A sequence may show vegetation removed, earthworks and grading, foundations or building shells appearing, and the site taking shape around them. At a sufficiently clear resolution, some equipment may also be recognizable.

The Federation of American Scientists (FAS) uses successive Earth-observation images to trace land-use and construction changes, including at a data center site in Ajman, UAE, between May 2024 and August 2025. Its examples draw on imagery identified as Google/Airbus and Copernicus Sentinel; image dates and providers matter because resolution and capture timing affect what can be seen. For a sound comparison, keep the site and the evidence consistent: use dated images of the same location, describe visible features rather than inferred operations, and check the image captions for provider and capture date. A roof or cleared parcel alone is not a measure of computing capacity.

What an image cannot prove

Satellite imagery records visible conditions at a particular time. It does not by itself establish whether a project is announced, permitted, under construction, complete or operating. Nor does a building’s footprint reveal whether it has been connected to the grid, how much power its equipment draws, its water consumption, local economic benefits or permanent jobs.

  • Construction progress: visible grading, foundations and building mass can support a description of physical change, but not a claim that the facility is finished or energized.
  • Capacity and electricity use: do not estimate either from roof area. Use publicly documented project or utility information for capacity and distinguish it from measured consumption.
  • Cooling and water: recognizable equipment may offer clues about site design, but an image cannot establish actual water use. Consult project records and location-specific evidence.
  • Completion risk: a site that appears active in one image is not proof that construction will be completed.

FAS notes that historical imagery can help identify construction stages and planned rack placement, but interpreting those features calls for care. A visual observation should be labeled as such, not presented as a verified operating or resource-use figure.

How to check what a site is becoming

  1. Identify the site and image date. Record the imagery provider and capture date, then compare images from the same location. Describe only changes that are visible in the dated views.
  2. Check project status against records. Look for permits and company or utility statements to distinguish an announcement from permitted work, active construction, completion or operation.
  3. Separate proposed capacity from actual use. Report a publicly documented power capacity or grid connection only with its source and status. Do not infer either from the image.
  4. Check local constraints separately. Review location-specific evidence about energy reliability, cooling-water availability and policy or regulatory issues. USGS identifies these as siting considerations; they are not details that an overhead image can settle.

Samaritan Research says its Frontier Data Centers Hub combines satellite imagery, permits and other open sources to track construction and capacity. At its November 2025 launch, the project announced coverage of 13 large U.S. AI data centers. That kind of source-mixing illustrates why imagery is most useful as one layer of a site investigation, rather than a stand-alone verdict. Read about the Frontier Data Centers Hub.

What the U.S. electricity projections say

Images show physical expansion; energy studies estimate the electricity implications. The figures below are U.S.-specific and come from two different Lawrence Berkeley National Laboratory (LBNL) report vintages. They describe estimates and projections, not electricity use that can be read from a construction image.

Report and horizon Estimate How to read it
LBNL 2024 report; 2023 176 TWh, about 4.4% of total U.S. electricity use Estimate for 2023, summarized by the U.S. Department of Energy (DOE) on December 20, 2024.
LBNL 2024 report; 2028 325–580 TWh, approximately 6.7–12% of U.S. electricity use A range projected in the 2024 report, not an observed result for 2028.
LBNL 2025 Update, published June 2026; 2030 11.8% of U.S. electricity use in the central estimate; modeled scenarios range from 9.5% to 15.3% A later estimate with a 2030 horizon. LBNL describes modeling based on planned IT equipment shipments, modeled per-device electricity use, cooling simulations, and facility type and location.

The 2024 report’s 2028 range and the later update’s 2030 scenarios are not interchangeable: they refer to different years and report vintages. DOE’s summary of the earlier report is available in its December 2024 release; LBNL’s later methods and results appear in the 2025 Update, published June 2026.

Why location matters as much as footprint

Data center development is not spread evenly across the United States. The Energy Information Administration described commercial electricity-demand growth as concentrated in a handful of states with rapid development of large computing facilities, identifying Virginia as a major driver. Siting also depends on infrastructure and local conditions. USGS identifies energy reliability, water availability for cooling, and policy and regulatory issues among the considerations for locating data centers. A practical way to read a construction sequence

When looking at a before-and-after pair, treat it as a record of visible change at two dates. Ask what physically changed—land clearing, grading, foundations, building mass or recognizable cooling equipment—then verify the project identity and status in independent records. Keep proposed capacity, grid connection, operating status and resource use separate from what the image shows.

This approach applies beyond the United States. FAS’s Ajman example demonstrates how dated imagery can document construction activity in the UAE, but it does not make U.S. electricity estimates global. Geography, project status, imagery date and source should travel with every claim.
