Audit Flags Construction Oversight Gaps in Highlands County Schools

A Florida Auditor General audit prompted reporting on subcontractor bid monitoring for the Lake Country Elementary expansion. The full report’s findings have not been independently checked against that account.

A Florida Auditor General operational audit tied to the Lake Country Elementary School expansion has drawn attention to gaps in Highlands County School District’s monitoring of subcontractor selection. The Center Square reported that district personnel did not attend bid openings for a contract worth nearly $7 million and did not verify that subcontractor bids matched contract amounts. The official audit index identifies the report as No. 2027-026, issued October 1, 2026; the detailed findings below are attributed to The Center Square because the report’s full text was not available for comparison.

What did the audit story report?

The Center Square reported on October 5, 2026, that the oversight gaps concerned subcontractor selection for the Lake Country Elementary School expansion in Highlands County, Florida. The story described a nearly $7 million contract and said district personnel were absent from subcontractor bid openings and did not check whether subcontractor bids agreed with contract amounts.

The article also reported that the project included $5.5 million in services from 22 subcontractors. Those figures are the outlet’s account; they have not been independently confirmed against the Auditor General’s full report.

What controls were at issue?

According to The Center Square, district personnel did not attend the subcontractor bid openings. Attendance can provide a direct record of the bids received and the circumstances in which they were opened. The reported absence raises a monitoring concern, but the available account does not establish that the bidding was improper or that the district suffered a financial loss.

Checking bids against contract amounts

The story also says the district did not verify that subcontractor bids agreed with contract amounts. Such a check is a basic way to identify discrepancies between bid documentation and the amounts reflected in project contracts. The available reporting does not specify the amount of any discrepancy or say that one was found.

How did the district respond?

Superintendent Brenda Longshore said the district had not completed a major construction project in more than a decade, and that some construction-related processes had not been fully incorporated into current practices. The Center Square quoted Longshore as saying the district was reviewing and strengthening those practices and was engaging an independent auditing firm to conduct a final construction audit of two recently completed wing addition projects.

Longshore also said the district would evaluate direct material purchases on future construction projects to take advantage of a sales-tax exemption. The Center Square reported that Florida law exempts the district from state sales tax on direct purchases; the statutory basis and current application of that exemption are not independently established here.

Which official audit is involved?

The Florida Auditor General’s report index lists a Highlands County District School Board Operational Audit, Report No. 2027-026, issued October 1, 2026. The index confirms the report’s identity and date, but does not provide the findings described above. Because the full report could not be checked, The Center Square’s account should not be treated as a complete list of the audit’s findings or recommendations.

Is this the same as an earlier Highlands County audit?

No. A separate Auditor General report, No. 2024-005, issued in August 2023, concerned selected district processes and annual facilities inspections. It reported 156 deficiencies or maintenance needs unresolved for at least three years in records for three selected locations. That older facilities-inspection finding is distinct from the subcontractor-monitoring issue reported in connection with the Lake Country Elementary expansion.
