Low-carb rice cookers can remove some starch from rice by cooking it in extra water and draining that water through a basket or into a separate tray. But the reduction varies, and advertised maximums are not dependable expectations: Japan’s National Consumer Affairs Center found four of five tested models appeared to fall short of their advertised reduction rates. There is no evidence-based winner ranking in the available testing, so the most useful choice depends on verified results, serving size, texture, capacity, included parts and local support.
How a low-carb rice cooker works
These cookers use water separation to carry away some dissolved starch. The details depend on the design: some boil rice in extra water and then steam it, while others use a perforated basket or tray to separate the rice from starch-bearing liquid.
- Siphon-style systems: Extra water boils with the rice; pressure moves some liquid into a tray while the rice remains in the cooking pot. This design was described in a study of one cooker and protocol (Kyung Hee University study).
- Basket systems: Rice sits in a basket while water circulates or drains through it. Instant’s manual describes boiling followed by steaming, with starch and sugars collecting in the water below (Instant MRRC2001WE manual).
Because the discarded liquid can carry more than starch, the Hong Kong Consumer Council noted potential loss of water-soluble vitamin B. A cooker’s “low-carb” mode should therefore be understood as a different cooking method, not a nutritional upgrade across every measure.
What independent tests actually found
Japan: advertised reductions often overstated
In March 2023, Japan’s National Consumer Affairs Center tested five models. All showed a lower carbohydrate percentage in low-carb mode, but four appeared not to meet their advertised reduction rates. The cooked rice was softer and contained 10%–20% more moisture. With the same raw-rice amount, low-carb rice weighed about 10%–30% more after cooking, while the difference in total carbohydrate was insignificant. The agency advised consumers to watch portions and ask manufacturers what conditions support advertised claims (NCAC test and consumer advice).

Hong Kong: results differed by model and comparison
The Hong Kong Consumer Council tested 11 models—four induction-heating and seven fuzzy-logic cookers. Across the comparison with rice from a traditional cooker, average carbohydrate was about 4% lower per 100 g. Among nine models with both regular and low-carb modes, measured carbohydrate averaged 36.6 versus 32.2 g per 100 g, a 12% difference. Yet only five showed a significant reduction, ranging from 10.1% to 45.3%; one model measured 1.7% higher in low-carb mode. Six models’ low-carb rice had more carbohydrate per 100 g than rice from a traditional cooker (Consumer Council test report).
Moisture and serving basis explain why these numbers should not be treated as interchangeable. The Council reported that the model with the greatest per-100-g decrease also had 31.6% higher moisture. In one example, using the same 75 g of raw rice produced only a 0.6% difference in total carbohydrate. As the Council put it, “If the amount of raw rice remains unchanged, the difference in carbohydrate intake when consuming low-carb rice and ‘normal rice mode’ rice was insignificant.” A lower per-100-g figure can partly reflect extra water rather than a comparable reduction in the carbohydrate from the original rice portion.

Does low-carb rice improve blood sugar?
That is not established as a general health effect. A 2022 study from Kyung Hee University enrolled 13 healthy adults—four men and nine women—and examined one siphon-type cooker using a specific protocol. The study’s low-carb white-rice sample contained 27.6 g total carbohydrate and 120.8 kcal per 100 g, compared with 34.0 g and 149.0 kcal for regular white rice. In an equal-weight meal comparison, researchers reported significantly lower incremental glucose area under the curve at 15 and 30 minutes for low-carb rice.
This small study does not show that every cooker produces the same result, that the effect applies to people with diabetes, or that a cooker can manage blood glucose. The equal-weight comparison also involved different water content and carbohydrate dose. The findings are food-composition and short-term response results for that tested protocol, not a clinical promise (study details).

How to choose the right model
- Look for a measured result that matches your question. Prefer a report that states the rice variety, recipe, serving basis, moisture and whether it compares grams per 100 g or total carbohydrate from the same quantity of raw rice. Treat “up to” as a maximum claim, not a typical outcome.
- Check whether you will accept the texture. Independent testing found low-carb-mode rice softer and wetter. If you prefer firmer, drier rice, look for clear ordinary-mode settings and consider trying a small batch before relying on the low-carb mode.
- Match capacity to your real batch size. Compare the stated capacity with the amount of uncooked rice you usually make, and check any minimum batch guidance in the manual. A large maximum capacity does not tell you whether a cooker handles small portions well.
- Inspect the parts and cleanup burden. Identify whether the model uses a removable tray, basket or steamer, whether it is included, and how the manual says to clean it. Confirm replacement parts are available for your exact model before purchase.
- Confirm everyday usefulness and local support. Check regular rice and grain modes, timer and keep-warm functions, warranty, regional voltage/model variant and local stock. A low-carb mode is less useful if the cooker does not suit the rest of your meals or cannot be serviced locally.
Serving size matters more than the label
Per-100-g carbohydrate figures can be affected by water absorbed during cooking, while total intake depends on how much rice is served. The National Consumer Affairs Center of Japan advises, “When you use a low-carb rice cooker, be careful with the amount you eat.” The Hong Kong Consumer Council concluded, “Instead of consuming low-carb rice, it is more direct and effective to control intake quantity for each meal.” These consumer-testing findings are not individualized dietary advice; anyone managing diabetes or another medical condition should follow guidance from their clinician or dietitian.
