NEPRA’s 7 January 2026 PESCO tariff determination did not introduce a new fixed charge for net-metering consumers. It deferred review of those charges. NEPRA’s legal index later listed the 2026 Prosumer Regulations and amendments dated 28 April and 6 August, but the material available here does not establish what charge, if any, now applies or which consumers it covers.
What did NEPRA decide in January 2026?
In its PESCO supply-tariff determination dated 7 January 2026, NEPRA considered whether to revise fixed charges for net-metering consumers. The Authority said it would review the amount after relevant studies and after the prosumer regulations and export-rate methodology were finalized. For that determination, it decided not to change the charges.
The determination says: “The Authority therefore considers it appropriate to review the quantum of fixed charges to be levied on Net Metering Consumers, once the aforementioned studies are completed, and also once the NEPRA (Prosumer) Regulations are notified / changes in the current methodology and rate of units exported are finalized. Therefore, for the purpose of instant determination, the Authority has decided not to make any changes in this regard.”
That decision is specific to the PESCO determination and its date. It does not, by itself, establish the applicable charge after subsequent regulatory changes, or prove a single amount for solar customers across Pakistan.

What changed later in 2026?
NEPRA’s official legal index records the following regulatory milestones:

The listed amendments make the January decision insufficient to determine the current billing position. The amendment texts and applicable consumer-end tariff schedule are needed to confirm whether a fixed charge applies, its amount and calculation, its effective date, and the customers it covers.

Does one fixed-charge amount apply to every solar user?
That is not established by the available official material. A charge could depend on the applicable distribution company, tariff category, sanctioned load or another billing determinant if the operative schedule says so. The material also does not establish whether existing agreements and new prosumer applications are treated differently. Neither a national amount nor universal applicability should be assumed without the relevant regulation and tariff schedule.
How to check what applies to your connection
- Identify your distribution company and tariff category. The January determination discussed here is for PESCO; it should not be treated as a tariff schedule for every distribution company.
- Check the operative 2026 Prosumer Regulations and both listed amendments. Read the provisions on fixed charges, effective dates, and any transition treatment for existing agreements or new applications.
- Check the applicable consumer-end tariff schedule. Confirm the charge basis and calculation for your category rather than relying on a general rupees-per-kW figure or a bill shared online.
- Separate bill components. Verify any fixed charge separately from charges for electricity imported from the grid and credits or rates for exported units; these are distinct billing items.
- If the documents do not resolve your case, ask your distribution company to identify the applicable schedule and provision. Include your tariff category and whether your prosumer arrangement is existing or a new application.
What remains unconfirmed
The official index establishes that the regulations were notified and later amended, but an index listing does not reveal the operative wording. Without the full amendment texts and applicable tariff schedule, the current fixed-charge amount, customer coverage, and treatment of existing versus new arrangements cannot be stated reliably.
