Tree peonies are different: keep their woody stems through winter, and consider light mulch mainly for new plantings exposed to freeze-thaw cycles.
When should you cut back herbaceous peonies?
Wait until a hard freeze has killed the foliage. Green leaves continue making food that the plant stores in its roots, supporting next season’s growth and flowers. Cutting them back while they are still healthy can reduce the next year’s flower display, according to Iowa State University Extension and Outreach.
After the leaves have browned or been destroyed by frost, cut the stems close to the ground without cutting into the crown. UConn describes leaving about 3 inches of stem; Iowa State advises cutting near ground level. These are practical guides to a low cut, not a reason to cut into the plant’s crown.
Clear away the cut foliage
Remove fallen leaves and cut stems from the bed. Disease-causing fungi can persist in plant debris, so cleanup helps reduce disease pressure the following year, as Iowa State’s guidance on managing peony problems explains. If the foliage was diseased, follow local advice for disposal rather than assuming it is suitable for home compost.

Do tree peonies need to be cut back?
No—not like herbaceous peonies. Tree peonies lose their leaves but keep woody stems through winter, and new growth develops on that old wood. Leave healthy woody stems intact; remove one only if it is diseased. See University of California Agriculture and Natural Resources’ tree peony guidance and UConn’s peony fact sheet.
Should you mulch peonies for winter?
Usually not if a peony is established. UConn says winter mulch is needed only for first-year plantings. For a new division or planting, light mulch may help where freeze-thaw cycles and limited snow cover leave the soil vulnerable to frost heaving. Nebraska Extension recommends applying mulch after the ground freezes to help protect new divisions.

- Established plants: Usually leave them unmulched for winter.
- New divisions or first-year plants: Consider light protection if local conditions make frost heaving a concern; guidance can differ with exposure, snow cover, and planting depth.
- In spring: Keep mulch from forming a thick layer over the crown or emerging growth.

Winter is not simply a threat to peonies: they need a period of cold to flower. UConn reports that peonies generally require at least six weeks below 40°F for flowering and are hardy across USDA zones 3 to 9, with exceptions. These are broad guidelines, not guarantees for every cultivar or location; cultivar-specific chilling needs can vary.

Winter protection should not include routine fall feeding. UConn advises against fertilizing peonies in fall.
