Iowa’s farm-equipment right-to-repair proposal did not become law in the legislative record available through October 2, 2026. Its successor bill, HF 2763, passed the Iowa House but did not complete Senate passage. Separately, the Federal Trade Commission announced a Deere settlement in July 2026 that would expand repair-resource access for farmers and independent repair providers; the FTC case page still listed it as pending, so its final court-order status should be verified.
What happened to Iowa’s farm-equipment bill?
The proposal began as House Study Bill 751, was renumbered House File 2709, and later became HF 2763. The Iowa House passed HF 2763 on April 27, 2026, by 70 votes to 18. That is a different outcome from the February 26, 2026, snapshot in WIRED’s report, which covered the proposal earlier in its legislative path. The proposal should not be described as Iowa law.
What would HF 2763 have required?
The House-passed bill addressed services related to agricultural production and agricultural equipment repair. Among its provisions, it would have required manufacturers, on fair and reasonable terms and costs, to make specified repair resources available when needed to reset certain electronic security locks or other security-related functions disabled during service. The listed resources included documentation, parts, embedded software, firmware, tools, and owner-authorized data. What does the separate FTC settlement with Deere provide?
On July 8, 2026, the Federal Trade Commission and Arizona, Illinois, Michigan, Minnesota, and Wisconsin announced a settlement with Deere in a federal antitrust case. The FTC says Deere must provide farmers and independent repair providers, on fair and reasonable terms, repair resources equivalent to those available to authorized Deere dealers. The stated obligation lasts ten years under FTC and state supervision. FTC settlement announcement

The FTC also says future repair resources that are similar or reasonably necessary for repairs must be provided once Deere makes them available to more than 50 percent of its authorized U.S. dealer network. These are the agency’s descriptions of the settlement’s terms; they do not establish that every capability is already available to every repairer today. FTC settlement announcement
Is the Deere settlement final?
The FTC case page lists the case as pending and records the settlement filing on July 8, 2026. The agency explains that a stipulated order has force of law when approved and signed by the district judge. Check the court docket or updated FTC case page before treating the settlement as a final entered order. FTC case page

How do the Iowa bill and federal settlement differ?

The settlement does not turn HF 2763 into law, and the Iowa bill’s stalled status does not determine whether the federal agreement applies. They are separate developments with different legal reach and status.

No. The FTC case is separate from In re Deere & Company Repair Services Antitrust Litigation, Case No. 3:22-cv-50188, in the Northern District of Illinois, Western Division. The class settlement website says the FTC settlement does not provide monetary recovery to individual class members and that the court had not decided who was right in the class case. Verify that case’s status directly before relying on any claims process or eligibility information. Deere repair-services class settlement website
