UDCPR Maharashtra: 2025 Overview, Scope and Changes

Maharashtra’s UDCPR 2020 has a consolidated copy updated through 30 January 2024, with later 2025 notices covering MHADA housing schemes and Nagpur labour mill chawls. Check authority-specific rules before relying on a provision.

UDCPR is Maharashtra’s Unified Development Control and Promotion Regulations, 2020: the state’s general framework for development control and promotion. The Urban Development Department lists a consolidated copy updated through 30 January 2024, but that copy does not incorporate the later 2025 notices described below. UDCPR does not apply uniformly to every area or planning authority, so check the current notifications and the authority responsible for your site before relying on a rule.

What is UDCPR in Maharashtra?

The Unified Development Control and Promotion Regulations (UDCPR), 2020 set out development regulations for areas and authorities to which the framework applies. The Government of Maharashtra’s Urban Development Department lists the 2020 regulations and a consolidated version updated through 30 January 2024.

That date identifies the consolidation, not the end of the regulation’s amendment history. The official material surfaced later notices in 2025, and the available sources do not establish a complete amendment register or a consolidated text demonstrably current as of 5 October 2026. Do not treat the January 2024 copy as the latest version without checking subsequent notifications.

Does UDCPR apply to your area?

No single statewide answer covers every site. The Government’s 15 May 2025 notification describes UDCPR as sanctioned for the state except the Municipal Corporation of Greater Mumbai (MCGM) and some planning authorities. Separately, MMRDA describes the UDCPR attachment for its regional-plan area as applying across the Mumbai Metropolitan Region except MCGM and the Matheran Eco-sensitive Zone. These are jurisdiction-specific descriptions, not proof that the same text governs every location in Maharashtra or every part of the MMR.

Before assessing a site, establish its planning authority and the applicable development plan or regional plan. That jurisdiction check matters before interpreting permitted use, FSI, setbacks, parking, redevelopment provisions, premiums or approvals.

What changed in UDCPR in 2025?

MHADA housing schemes: Regulation 7.4.2(iii)

A Government of Maharashtra, Urban Development Department notification dated 15 May 2025 modified clause 7.4.2(iii), concerning development or redevelopment of MHADA housing schemes. The change removes the prior clause’s qualifying condition that the plots be up to 4,000 sq. m. The notification’s amended wording retains the provision for MHADA to allow additional built-up area over existing built-up area up to 3.00 FSI, without insisting on MHADA’s share in built-up area, on payment of the premium at the rate in referenced Table 7E.

The 4,000 sq. m. figure is the former clause threshold removed by the 2025 modification; 3.00 FSI is the additional built-up-area limit stated in the clause. These are regulatory parameters, not statistics or an assurance that a particular parcel qualifies. Eligibility, applicable premium and permission remain matters for the relevant authority under the full applicable provisions.

Nagpur labour mill chawls: City Specific Regulation 10.3

A separate Department of Town Planning notification sanctions a new City Specific Regulation 10.3 provision for reconstruction and redevelopment of labour mill chawls in Nagpur. This is a Nagpur-specific modification, not a statewide change. The notification says it comes into force on publication in the Official Gazette; the Gazette publication date was not established in the available official material, so no effective date should be inferred from the notice alone.

How to find the applicable, current rule for a project

  1. Identify the authority. Confirm which municipal corporation, planning authority or special-area authority has jurisdiction over the site, and whether a stated exclusion applies.
  2. Get the relevant plan and UDCPR text. Start with the Urban Development Department’s official UDCPR listing and the responsible authority’s development-plan or regional-plan documents. Confirm that the documents correspond to the site and authority.
  3. Check later notifications against the consolidated copy. The listed consolidation is updated through 30 January 2024; review later Gazette notifications and authority-specific modifications relevant to the provision you intend to use.
  4. Read the whole provision and its conditions. Check definitions, eligibility, tables, premiums, permissions and cross-references, rather than relying on a headline summary of an amendment.
  5. Confirm project-specific interpretation. For a site decision, ask the responsible planning authority and, where needed, a qualified local architect or planner to interpret the applicable documents.

What to compare when assessing a site or proposed change

  • Jurisdiction: the responsible planning authority and any exclusion or special-area rule.
  • Version: the consolidated UDCPR date and any later Gazette notifications.
  • Geographic reach: whether the provision is general, authority-specific or city-specific.
  • Subject and eligibility: the type of development covered and every stated condition.
  • Decision still required: whether an authority permission, premium payment or other approval applies.

The official sources identified here show selected later notices, not a complete amendment history through 5 October 2026. For current project use, verify the latest notification history and applicable local rules with the responsible planning authority.
