The concerned electricity licensee—not NEPRA—must accord approval. That distinction matters: the change removes NEPRA concurrence for this size category; it does not say that a grid connection needs no approval.
Do I need a NEPRA licence for a 10 kW solar system in Pakistan?
No NEPRA concurrence is required for a distributed-generation facility of 10 kW under the August 6, 2026 amendment, because it falls within the amendment’s threshold of 25 kW or below. The text says the concerned licensee shall accord approval. In practice, that means you should distinguish between approval by the relevant licensee and concurrence from NEPRA: the latter is not required for a system within this threshold.
NEPRA’s notification, S.R.O. 1330(I)/2026, states: “Provided that a prosumer having distributed generation facility of 25 kW or below capacity shall not be required to seek concurrence from the Authority and the concerned licensee shall accord its approval.” Read the August 6 amendment.
Do solar systems under 25 kW still need approval?
Yes, the amendment assigns approval to the concerned licensee. It removes the need to seek concurrence from NEPRA for systems of 25 kW or below; it does not remove the approval step altogether. The amendment also inserts “or approval” wording into related provisions and the schedule’s interconnection agreement.

The threshold includes a facility of exactly 25 kW. The retrieved amendment establishes this rule only for systems at or below that capacity. It does not establish the approval arrangement for larger systems, their fees, export-credit rates, or treatment of existing contracts. Those questions require the applicable consolidated regulations and amendments, not an assumption based on the small-system rule.
Who approves a solar system under the new NEPRA rules?
For a prosumer facility of 25 kW or below, the concerned licensee accords approval. NEPRA’s August 6 amendment says the prosumer is not required to seek the Authority’s concurrence. The relevant licensee depends on the connection; the amendment excerpt establishes the division of responsibility but does not provide a complete application guide or identify the office for every consumer.

The dated reports describe a changing policy process. For the current rule on systems up to and including 25 kW, the August amendment is the clearest source because it states the approval arrangement directly. NEPRA’s catalog lists the 2026 regulations and later amendments dated April 28 and August 6. Check NEPRA’s Legal catalog.

The notice said PITC was contacting consumers directly by SMS, WhatsApp, and other digital channels, and that applicants could check their status through the portal named in the notice. It also warned that no payment to an individual or agent was required to expedite or further process an application. Treat that as practical guidance from the September 5 announcement, not a guarantee about later processing times or current case totals.
