You can improve how sandy ground works for plants, but compost does not literally turn sand into a different mineral soil. It adds organic matter that helps sandy soil hold water and nutrients and support soil structure and biological activity.
What “turning sand into soil” really means
Soil texture is the balance of sand, silt, and clay. Adding compost does not change that balance, as University of Minnesota Extension explains. Instead, compost changes how the existing soil functions: organic matter can help sandy ground retain moisture and nutrients and form more stable aggregates.
Oregon State University Extension describes the water- and nutrient-holding benefits of organic additions in sandy soil. Maryland Extension also notes benefits to moisture retention, structure, nutrients, aeration, drainage, root growth, and biological activity in soils high in sand.
Choose finished compost, not raw material
Use finished compost or other composted organic matter as the amendment. Home-made compost and suitable locally sourced material are options; the sources do not establish a preferred brand or supplier. Utah State University Extension recommends compost over raw organic matter.

Do not work fresh manure into a planting bed as though it were ready compost. Oregon State Extension cautions that fresh manure can burn roots and recommends composting it first.
How much compost to apply
Extension recommendations vary by context, so there is no single depth that applies to every bed. Oregon State University Extension recommends spreading 1–3 inches of composted organic matter over a bed. North Carolina Cooperative Extension recommends 3–4 inches over landscape beds and gardens before incorporating it as deeply as possible before planting.

These are separate recommendations, not values to average. Consider the bed type, existing soil, intended plants, and local guidance when deciding on an application. Maryland Extension notes that soil organic matter is measured by weight and that labs commonly include an organic-matter test; a soil test can help inform amendment decisions.
Incorporate it without overworking the soil
For a bed being prepared for planting, spread compost across the surface and mix it into the soil. Oregon State advises avoiding over-tilling and says one or two passes are usually enough to mix amendments into the upper soil. North Carolina Cooperative Extension’s guidance is to incorporate its recommended compost depth as deeply as possible before planting. Adapt the method to the bed and planting plan rather than treating either depth or mixing approach as universal.

Why adding clay or sand is not a shortcut
Adding arbitrary amounts of clay to sandy ground can produce a concrete-like material if the proportions are wrong, warns Utah State University Extension. Compost offers a way to improve water and nutrient retention without trying to alter the mineral texture balance.

Compost improves soil function; it does not permanently convert a sandy site in one application. Texas A&M AgriLife Extension advocates periodic organic-matter additions in its vegetable-gardening guidance. Reassess the bed over time, and use a soil test before making specific nutrient or pH corrections such as fertilizer, lime, or sulfur. The appropriate correction depends on test results and regional recommendations.
