Margaret Wilson Wants Phoenix to Put More Compost to Work

Margaret Wilson argues Phoenix could use more of its finished compost for city trees, parks and roadsides. Here is what the facility, curbside rules and resident options actually establish.

Margaret Wilson’s case for Phoenix using more compost is practical, not sentimental: she says using finished compost in city landscaping and tree planting could improve local soil and cost less than other approaches. Phoenix already operates a municipal composting facility, but its published capacity is not the same as its actual output, and available information does not establish how much compost the city uses each year.

Wilson’s argument: use the compost Phoenix already makes

Wilson is Denali’s Four Corners regional general manager, overseeing the contractor’s work at Phoenix’s 27th Avenue municipal compost facility. Her pitch is that Phoenix should make more use of finished compost for city projects, including tree planting, parks and roadsides, while making some of it easier for residents to obtain.

“I’m no tree hugger,” she said. “I’ll tell you right now, I’m the last person that says ‘let’s do this for Mother Nature.’ I’m more about ‘let’s do this because it costs less money.’” Her comments appeared in Joan Meiners’s October 4, 2026, Arizona Republic article, republished by AOL: the article on Margaret Wilson and Phoenix compost.

Wilson told the article that Denali would be interested in making compost for Phoenix “basically at cost,” and argued that the city could use it on roadsides or in tree planting. Those are her proposals, not evidence that the city has adopted a broader compost-use program.

What the 27th Avenue facility does—and what its capacity means

The City of Phoenix says the facility can process up to 55,000 tons of material per year using turned aerated piles, and that finished compost can be produced in 45–60 days. These are facility capacity and processing-time figures, not a report of actual yearly production. The City describes the facility and process here: Phoenix composting information.

The City says the facility processes curbside Green Organics and certified green-organics material into finished compost. The article reports that Phoenix is entitled to 500 cubic yards per year under its municipal contract and that the material is often spread in city parks, but that it is not formally incorporated into tree planting. The entitlement and use description are article-reported; the City’s published program pages do not establish an audited annual allocation or utilization total.

Phoenix’s curbside Green Organics container is for yard waste

Do not put food scraps in the optional curbside Green Organics container. Phoenix lists yard materials such as branches, lawn clippings, tree fruit, garden debris, untreated wood and cactus as acceptable. Food waste, pet waste, dirt and rock, bags and other contaminants are excluded. Check the City’s current accepted-material list before setting out a load: Phoenix Green Organics information.

The monthly container fee is $10.58 per container under the City’s approved schedule effective July 1, 2026. The schedule lists $11.83 starting July 2027 and $12.83 starting July 2028; verify the current fee with Phoenix before signing up: 2026 approved City rate schedule.

How residents can access compost or compost food scraps

Buy finished municipal compost

Phoenix identifies Arizona Worm Farm, at 8430 S 19th Avenue, as a retail source for small quantities of Phoenix-produced compost and lists a price of $35 per cubic yard. Price, stock and purchase terms can change, so contact the seller before making a trip. The City’s Green Organics page lists the route: Phoenix Green Organics information.

Try the City’s low-cost home composter, if available

The City says it sells repurposed old garbage-can composters for $5 through transfer stations, subject to availability. Contact Phoenix before traveling to confirm stock and location details. A home composter is a separate option from curbside collection and does not change what is permitted in the Green Organics container. Food scraps have been handled through a separate pilot

Phoenix’s Green Organics curbside rules exclude food. A separate Mill and Recycled City pilot collected food waste for use in local farm soil. In a June 23, 2026, case-study summary, Phoenix Public Works reported 441 tons kept out of landfill, 957 tons of CO2 emissions associated with transporting food waste avoided, nearly 3,000 resident signups and an average of 0.92 pounds diverted per participating household per day. Why Wilson wants compost used in city landscaping

Wilson’s proposal centers on putting finished organic material back into local soils rather than treating compost merely as an end product. She points to city tree planting, parks and roadsides as potential uses. The article also discusses soil improvement and benefits associated with tree establishment, shade, evaporation, erosion and flood control; those points should be understood as Wilson’s and the article’s discussion, not as quantified outcomes guaranteed for every project.

Her proposal raises a practical implementation question: how Phoenix would specify compost use in construction and landscape projects, and how much material could be delivered consistently. The published City information establishes facility capacity and resident options, but not a citywide compost-use target, an audited annual production total or a complete accounting of where finished compost goes.
