At Wang Fuk Court in Tai Po, alleged failures in temporary fire protection and escape-route protection formed part of a chain that let fire spread rapidly and made escape harder. Authorities have cited non-fire-retardant scaffold coverings and foam boards, as well as removed staircase windows and covered openings. That is more specific than a proven failure of one conventional compartment fire barrier: the charges remain allegations, and the published material available as of 4 October 2026 does not establish a single barrier as the cause.
What happened at Wang Fuk Court
A fire broke out at the residential estate in Tai Po, Hong Kong, on 26 November 2025. The Buildings Department reported 168 deaths and 79 injuries in its 9 September 2026 announcement. RTÉ reported that seven of the estate’s eight residential towers were engulfed, in coverage of the inquiry’s first hearing day on 19 March 2026. The evidence described so far helps explain how the fire spread and why escape was compromised. It does not, by itself, establish what first ignited the fire. Nor does it prove that one particular conventional fire barrier failed and caused the disaster.
How could the fire spread so quickly?
The account emerging from charges and inquiry testimony describes several interacting conditions: combustible renovation materials, fire growth on and around the scaffold, wind and embers, broken windows, and openings into buildings. These mechanisms were connected, but they were not the same failure.

Renovation materials added fuel and created a path for spread
In a 9 September 2026 statement, the Buildings Department said charges concerned scaffold nets and canvas alleged not to be fire-retardant, along with non-fire-retardant foam boards used to cover windows. The Department alleged that these arrangements caused rapid spread and obstructed escape; they have not been presented here as court findings. Buildings Department statement.
At a June 2026 hearing, fire-engineering expert Richard Yuen Kwok Kit described tests using a three-storey mock-up of Wang Cheong House. RTHK reported that Yuen said combining Wang Chi House safety nets with non-fire-retardant canvas produced complete fire spread across the mock-up scaffolding, while fire-retardant materials significantly reduced the severity and spread. That is evidence about the reported test setup, not a universal performance figure for every net, canvas or building. RTHK report on Yuen’s testimony.

Re-entrant spaces, wind and burning debris contributed to escalation
In his written report, Yuen identified “the accumulation of combustible materials and the presence of suspected non-fire retardant materials in the re-entrant space” as two factors in the escalation, according to RTHK. Re-entrant spaces are recessed areas in a building’s exterior; in this account, they mattered because combustible materials and suspected non-fire-retardant products were present there.
RTHK also reported Yuen’s testimony that dry air reduced moisture in scaffolding and strong winds supplied oxygen and carried embers. Fire Services Department commander To Chi-wing testified that intense rising fire shattered windows, while flaming droplets, wind-carried embers and falling debris helped spread fire to other blocks. Broken windows and openings connected the exterior fire to escape risks
The Department’s charges allege that windows at escape staircases were removed to create worker-access openings and that the openings were covered with non-fire-retardant materials. Separately, hearing testimony described windows breaking as the fire intensified. Together, these accounts show why the route from exterior fire to interior danger matters: fire and smoke can reach occupied areas, while staircases are meant to remain protected routes out. Did faulty fire barriers cause the Tai Po fire?
“Fire barrier” can mean different things. A compartment fire barrier is part of a building’s permanent design to limit fire and smoke moving between areas. Scaffold netting and canvas are temporary coverings; foam boards and open or covered windows raise different questions about combustible materials and openings. The Buildings Department’s Code of Practice says, as a general principle, that “Generally the fire barriers of a fire compartment will limit fire and smoke spread, as will the type of fuels present and internal linings.” That guidance does not identify a particular compartment barrier as the cause of the Wang Fuk Court fire. So “faulty fire barriers” is a broad headline shorthand, not a precise description of a proven single failure. The incident-specific material cited by the Department concerns scaffold nets, canvas, foam boards and staircase-window openings; expert testimony also addresses combustible accumulation and suspected non-fire-retardant materials in re-entrant spaces. Keeping those categories distinct avoids treating scaffold netting as if it were a building’s compartment barrier.

The Department said it had required recognized test reports meeting fire-retardant performance standards before scaffold nets are installed, added audit checks and undertaken inspections at about 400 buildings undergoing large-scale repair works. Those are measures it announced as of 9 September 2026; the announcement alone does not establish their effectiveness.
What is known about the investigation’s reports?
The Independent Committee’s documents index lists an interim report and the Inter-departmental Fire Investigation Task Force final investigation report, including fire engineer Richard Yuen’s expert report, dated 6 August 2026. RTHK reported in August that the independent committee’s own final report had been delayed until the end of October 2026. As of 4 October, the cited material does not establish whether that committee report has since been published or what its final conclusions will be. What the case means for fire safety during renovation
The Wang Fuk Court account points to multiple checks that matter during major repair works. They are not a substitute for the eventual committee findings, but they follow directly from the materials and failures described in the charges and hearing testimony.
