Green Belt Land vs. Brownfield Sites in England: Planning Rules and Development

Green Belt is a planning designation; brownfield means previously developed land. Learn how England's rules treat each, including sites that fall into both categories.

Brownfield describes land that has been previously developed; Green Belt is a planning designation intended to keep land permanently open and prevent urban sprawl. They are not opposites: a previously developed site can also be in the Green Belt. Brownfield policy supports effective use and remediation, but does not guarantee permission; Green Belt policy adds specific controls on openness, exceptions and, where relevant, very special circumstances.

The rules below apply to England under the National Planning Policy Framework (NPPF) published on 29 September 2026, which replaced the December 2024 framework. They should not be assumed to apply elsewhere in the UK.

What is the difference between Green Belt and brownfield land?

Green Belt is not simply a synonym for untouched countryside. Its purpose is to control development in line with the designation, and some Green Belt land is developed or previously developed.

How Green Belt rules affect development

Why the designation matters

The NPPF identifies openness and permanence as the Green Belt’s essential characteristics. Its five purposes are to check unrestricted sprawl, prevent neighbouring towns from merging, safeguard the countryside from encroachment, preserve the setting and special character of historic towns, and assist urban regeneration by encouraging recycling of derelict and other urban land.

For scale, the Ministry of Housing, Communities and Local Government estimated 1,633,220 hectares of Green Belt in England—about 12.5% of the country’s land area—at 31 March 2025. Its 2024–25 statistical release also estimated that 6.8% of Green Belt land was in developed use in 2022; that is a dated land-use measure, not a claim about the proportion available for development. Planning applications and policy exceptions

The starting point for a proposal in the Green Belt is that development is inappropriate unless it fits a category specified in the current NPPF. The policy includes exceptions and other cases such as certain agricultural and nature uses, qualifying reuse of existing buildings, limited village infilling, limited local affordable housing, and redevelopment of previously developed land that would not cause substantial harm to Green Belt openness. It also sets conditions for qualifying grey-belt and station-related development. Each category has its own wording and conditions, so a broad statement that Green Belt land can never be built on is inaccurate.

If a proposal is inappropriate, it is harmful by definition. The NPPF says it should not be approved except in very special circumstances, and requires substantial weight to be given to Green Belt harm, including harm to openness. Other planning considerations do not make that test disappear.

Changing a Green Belt boundary

Green Belt boundaries are normally changed through preparation or updating of a local plan. The NPPF requires exceptional circumstances to be fully evidenced and justified. Before proposing a boundary change, authorities must examine reasonable ways to meet development needs, including using suitable previously developed and underused land, optimising density, and identifying suitable sites outside the Green Belt. The framework also provides for circumstances in which a development plan’s spatial strategy identifies suitable land around well-connected stations.

A grey-belt finding does not, by itself, allocate a site, change the boundary or secure approval. Government planning guidance says relevant NPPF policies and the development plan still apply. GOV.UK: Green Belt planning practice guidance

How brownfield rules affect development

Policy support is not planning permission

The NPPF calls for development plans to accommodate as much identified need as possible on previously developed land. It also gives substantial weight to benefits such as remediating despoiled, degraded, derelict, contaminated or unstable land, and making better use of vacant or underused land. These considerations support brownfield development, but do not create an automatic right to build. Proposals remain subject to the development plan and other relevant planning policies and constraints.

What a brownfield land register tells you

A local authority’s brownfield land register records sites it has assessed as appropriate for residential development under the relevant criteria. The register has two parts: Part 1 can include sites with full or outline planning permission, permission in principle, or no planning permission; Part 2 is a subset selected for permission in principle after the required procedures.

So a register entry is not necessarily consent to build. Check which part lists the site and what permission, if any, is recorded. GOV.UK: Brownfield land registers

Can brownfield land be in the Green Belt?

Yes. The categories describe different things: brownfield refers to a site’s previous development, while Green Belt is a planning designation. Under the current NPPF, redevelopment of previously developed land in the Green Belt may be not inappropriate if it would not cause substantial harm to openness. Whether the proposal meets that test depends on the policy wording and the site’s circumstances. Green Belt status remains relevant, and the rest of the planning framework still applies.

How to assess a specific site

Before drawing conclusions about development potential, check the site against the adopted plan, national policy and its actual planning history. Useful questions include:

  • What does the development plan say? Check whether the site is allocated and which local policies apply.
  • Is it in the Green Belt? Confirm the designation and consider the relevant Green Belt purposes and the proposal’s effect on openness.
  • Is it previously developed land? Check the NPPF definition and, if redevelopment is proposed in the Green Belt, whether it would cause substantial harm to openness.
  • What other constraints apply? Assess relevant environmental, heritage, safety, access and infrastructure issues.
  • What does a register entry actually establish? Distinguish Part 1 from Part 2 and verify the type and scope of any permission.
  • Is a boundary change being considered? Look for the local-plan evidence on exceptional circumstances and the assessment of reasonable alternatives.

National policy establishes the tests, not the outcome for an individual site. That requires the local plan and site-specific evidence.
