How to Check Whether a Proposed Housing Development Affects the Green Belt

Check a proposed housing site against the council’s planning application record and adopted Green Belt map. Learn how to assess infilling, grey belt claims and other constraints.

To check whether a proposed housing development affects Green Belt land in England, find the live planning application, identify its exact red-line boundary, and compare that boundary with the council’s adopted local plan policies map and current Green Belt records. A nearby green field, a broad map view or the applicant’s description is not enough to establish the site’s status. Green Belt is also different from a registered village green.

1. Find the planning application and its plans

Search the relevant council’s planning application register using the site address, postcode or application number. The GOV.UK service can help you find the relevant council by postcode and explains that plans for developments requiring permission are made public by the council: Search the planning register.

Open the application record and look for the site location plan, proposed site plan, planning statement, design and access statement, and any Green Belt assessment. The application description is a useful starting point, but it does not settle whether the land is designated Green Belt.

2. Establish exactly which land the application covers

Use the red line on the submitted location plan to identify the application boundary. Distinguish the land inside that boundary from nearby open land, access roads or surrounding areas shown only for context. If the boundary is unclear or plans appear inconsistent, ask the local planning authority which boundary it is assessing.

This step matters because a map showing a site beside Green Belt land does not show that the proposed development site itself lies within the designation. Nor does a Green Belt assessment at a wider area scale identify the application boundary for you.

3. Compare the boundary with current local planning records

Check the council’s adopted local plan policies map and its Green Belt map or evidence base. Compare the exact application boundary—not just the nearest road or village—with the mapped designation. Check whether the plan is adopted and whether a newer plan examination or review is under way; emerging material may be relevant, but it is not the same as an adopted policy map.

The national Green Belt assessment guidance explains how authorities assess areas when preparing plans. It is not a substitute for checking the mapped status of a particular application site: Green Belt assessments.

4. Read the officer report and decision documents

When they are available on the council register, read the planning officer’s report and decision notice. Look for the authority’s finding on whether the site is in the Green Belt, the policy category or exception relied on, the assessment of harm to openness and Green Belt purposes, and the conclusions on other planning constraints.

Application records may also include consultation comments and supporting documents that clarify how the authority and applicant have framed the issue. The live council register and adopted plan are the practical records to use for an individual proposal; a planning data catalogue listing document types does not determine a site’s designation: Planning Data.

5. Understand what Green Belt status means for a housing proposal

Green Belt is an England planning designation whose stated purpose is to prevent urban sprawl by keeping land permanently open. The National Planning Policy Framework (NPPF), Chapter 13, published on 29 September 2026, says: “Development in the Green Belt is inappropriate unless it falls within one of the categories in policy GB7.” Inappropriate development is harmful and should not be approved except in very special circumstances; substantial weight is given to Green Belt harm, including harm to openness. Green Belt boundaries are generally altered through preparation or updating of local plans, subject to national policy conditions. A planning application does not, by itself, redraw the boundary. The NPPF also says villages are included within the Green Belt where necessary to restrict development because the village’s open character contributes to Green Belt openness. Where character needs protection for other reasons, other planning tools may be more relevant.

6. Check any village infilling or grey belt argument against its criteria

Limited infilling in a village

Limited infilling in villages within the Green Belt is one category that national policy treats as not inappropriate development. Whether a particular proposal meets that category depends on the policy and the facts of the case; calling a scheme “infill” does not establish that it qualifies. Check the application’s explanation and the council’s assessment against the NPPF.

Grey belt

“Grey belt” is not a shortcut to permission. The relevant assessment considers the land’s contribution to Green Belt purposes and whether development would fundamentally undermine the purposes of the remaining Green Belt across the plan area. A housing proposal relying on the relevant grey belt category must also meet applicable policy conditions, including evidenced unmet need and a sustainable location. For major housing development, the Golden Rules must also be met.

National assessment guidance sets out how authorities assess contribution and the effect on the remaining Green Belt: Green Belt assessments. The NPPF and associated guidance should be read together; a label on an application plan or statement does not show that the required tests have been satisfied.

7. Check the rest of the planning case

A finding that development is not inappropriate Green Belt development does not itself require the council to grant permission. The adopted development plan and the NPPF read as a whole still apply. Depending on the site, check the local plan and application documents for housing and settlement policies, landscape, heritage, ecology, transport and infrastructure matters.

For major housing on land released from the Green Belt or on Green Belt sites subject to a planning application, the Golden Rules concern affordable housing, necessary infrastructure improvements and accessible green space. The authority’s report should explain how applicable requirements have been addressed: NPPF Chapter 13: Protecting Green Belt land.

Green Belt, village green and Local Green Space are different

A Green Belt is a planning policy designation. A registered town or village green is a distinct status under the Commons Act, and Local Green Space is a separate planning designation. One does not establish the other.

GOV.UK guidance says that, subject to exclusions, registering land as a town or village green generally requires local people to have used it for lawful sports and pastimes “as of right” for at least 20 years. “As of right” means without permission, force or secrecy.
