Asphalt vs. Concrete Roads: Cost, Durability, and Repair Needs

Asphalt and concrete have different costs and repair options, but neither is a universal winner. Compare feasible road designs over a shared service period, including future work and user impacts.

Neither asphalt nor concrete is always cheaper, longer-lasting, or easier to maintain. The sound comparison is between road designs that can deliver the same level of service under the project’s traffic, climate, materials, and construction constraints. Compare construction, future maintenance and rehabilitation, work-zone impacts, and the value of pavement remaining at the end of the analysis period—not just the initial bid.

Which costs less: asphalt or concrete?

There is no reliable universal price winner. Initial cost depends on the project’s scope and design as well as local materials and construction conditions. A low construction price alone cannot show which pavement is less expensive over its useful service period.

The Federal Highway Administration (FHWA) recommends life-cycle cost analysis (LCCA): identify feasible alternatives that provide the same level of service, estimate agency and user costs over a defined period, and discount future costs to present value. Agency costs may include construction, maintenance, resurfacing, and rehabilitation. User costs can include delay and vehicle expenses when work takes place. The analysis should also account for remaining service life at the end of the period. FHWA’s LCCA overview explains this method; its technical supplement discusses cost inputs and assumptions.

Comparison factor What to include

Uncertainty Documented assumptions for traffic, materials, scope, treatment performance, and other inputs; update estimates when important assumptions change.

FHWA’s Minnesota life-cycle planning case study offers a narrowly defined example, not a general asphalt-versus-concrete price comparison. Over a 70-year planning period, the preferred rigid-pavement maintenance strategy had an equivalent uniform annual cost of $18,940 per lane-mile per year, compared with $21,170 for a minimum-maintenance strategy. Both figures compare concrete-road maintenance strategies in that case study; they do not establish that concrete is generally cheaper than asphalt. The preferred strategy used more concrete rehabilitation treatments and avoided unbonded overlays that cost more than twice as much per lane-mile as the concrete rehabilitation described there. Which lasts longer?

The reviewed FHWA sources do not establish a universal service-life winner. Pavement performance depends on the design and its conditions, including traffic, materials, climate, construction constraints, and the preservation or rehabilitation treatments selected. A lifespan claim without those qualifications risks comparing unlike roads.

For a useful project comparison, ask engineers to evaluate feasible designs against the same service objectives and analysis period. FHWA describes pavement type and layer thickness as project-level choices optimized for the project’s objectives and costs through design and asset management. FHWA’s pavement design and asset-management overview explains this project-level approach. Its asphalt sustainability TechBrief also treats pavement performance and impacts across life-cycle stages as context-dependent rather than as a simple material ranking.

What repairs and preservation does each need?

Asphalt and concrete have different treatment options, but no road follows a fixed schedule simply because of its surface material. The appropriate work depends on pavement condition, the type and severity of distress, remaining life, and the agency’s strategy. FHWA’s 2020 MnDOT case study lists the following examples:

Surface Examples of treatments
Asphalt Crack sealing; slurry seals; chip seals; microsurfacing; mill-and-overlay; full-depth reclamation.
Concrete Joint resealing; partial-depth repairs; dowel bar retrofit; diamond grinding; full-depth repairs.

These are examples of treatments used in an agency’s planning, not a required maintenance calendar for every road. Some work addresses deterioration and extends service; other treatments may address safety-related conditions, such as friction loss or hydroplaning associated with rutting. Choosing concrete repairs

Concrete repair selection should account for the distress and its cause, how severe it is, and how much pavement life remains. FHWA guidance also identifies expected repair performance, traffic control, available materials and equipment, climate, contractor capability, and planned future rehabilitation as relevant considerations. Life-cycle cost is useful, but it is not the only decision criterion; reliability and overall project planning matter too. FHWA’s concrete distress guidance addresses these repair-selection factors.

How to compare alternatives for a road project

  1. Define the service objective and analysis period. Compare alternatives intended to provide the same level of service over the same period.
  2. Identify feasible designs and treatments. Include initial construction and likely preservation or rehabilitation activities, with their expected timing.
  3. Estimate agency and user costs. Account for construction and future work as well as work-zone delay and vehicle expenses where relevant.
  4. Discount future costs to present value. Use a documented discounting approach and include remaining service life at the end of the period.
  5. Record assumptions and revisit them. Traffic, material prices, scope, and other key inputs can change. FHWA’s technical supplement says estimates should be refreshed when important project inputs change or when an estimate is more than two to three years old. FHWA’s technical supplement provides that guidance.

The best choice is the alternative that meets the project’s requirements at the lowest life-cycle cost under defensible assumptions—not the material with the lowest initial price or a presumed longer life. Local traffic, climate, materials, work windows, treatment performance, and future plans can change which designs are feasible and how they compare.
