Road crews and agencies check asphalt quality by comparing the compacted layer with the contract requirements, measuring in-place density, and—when specified—testing samples for material performance. Cores give direct measurements at selected spots; gauges and profiling systems can provide faster or broader coverage. There is no single universal pass/fail value or field test for asphalt “strength”: the project specification determines the methods, sampling plan, and limits.
What road quality testing is checking
Asphalt quality assurance combines construction checks with acceptance testing. During paving, contractors use process-control measurements to adjust placement and rolling while the work is underway. The agency’s formal acceptance process determines whether the completed work meets the contract and may affect payment. A method useful for guiding a roller is not automatically an approved acceptance test.
Requirements vary with the agency, mix, lift, and contract. The Federal Highway Administration’s A Practice for Including Intelligent Construction Equipment in Quality Assurance Programs (FHWA-HIF-23-007, 2023) describes quality-assurance approaches, while FHWA’s Quality Assurance for Asphalt resource index was updated September 14, 2026. Neither establishes one set of acceptance limits for every road project.
How inspectors check asphalt thickness
Thickness means the depth of the compacted asphalt layer required by the plans or contract—not simply how much mix was delivered. Inspectors may record the loose lift during placement and the compacted layer afterward, and check pavement depth against project documents. FHWA’s Asphalt Pavements 2 – Generic Reviews includes these checks and describes random core locations when coring is required.

Cores reveal the constructed layer
A pavement core is an extracted cylinder that exposes the pavement through its depth. It can be measured directly and sent for laboratory testing, giving a result at a specific location. Because each core samples only a small area and leaves a hole that must be repaired, the project’s sampling plan determines where and how often cores are taken. Do not assume a universal core size, spacing, or thickness tolerance; the contract controls those details.
How compaction is checked
Compaction is commonly evaluated as in-place density. The measured density is compared with the project’s target or laboratory reference under the contract’s specified method. FHWA identifies mat density as an important volumetric quality characteristic associated with asphalt performance. Cores and portable gauges are common ways to assess it, but their speed, coverage, and acceptance status differ.

Core density: direct, but limited to sampled points
A laboratory can weigh and test an extracted core to determine density at that location. This provides a specimen-based result, but results are not immediate during paving, and cores cover only the sampled points. The core hole must also be filled. Agencies may specify cores for formal acceptance even when other instruments are used for day-to-day process control.
Nuclear density gauges: rapid readings for paving control
A nuclear density gauge estimates wet density from radiation counts and calibration. Its quick readings can help crews monitor rolling effort and roller patterns while paving is in progress; some agencies use gauges in acceptance programs. FHWA notes that many state departments of transportation do not accept nuclear gauge readings alone, so the contract may require correlation with cores, qualified operators, random sampling, or other controls.

Nuclear gauges contain radioactive source material. In the United States, their use and transport are regulated by the Nuclear Regulatory Commission and state regulatory commissions, and require applicable permits or certifications and operator training. They are professional testing equipment, not consumer tools.
GPR and other profiling: wider coverage, calibration required
Ground-penetrating radar (GPR) density profiling can collect continuous dielectric measurements across more of the mat than discrete cores or point readings. Calibration curves—based on limited core data or plant-mixed samples—are used to convert those measurements into estimated compaction. Profiling can help reveal suspect nonuniform areas, but a dielectric estimate is not automatically a substitute for the acceptance method named in the contract. FHWA also describes nonnuclear gauges and intelligent construction tools such as intelligent compaction, paver-mounted thermal profilers, and dielectric profiling systems in its 2023 quality-assurance practice.

These methods answer related but different questions. A fast, broad profile can help locate variation; a core gives direct evidence at a sampled point. Which result governs acceptance depends on the project specification.

There is no single universal field reading that inspectors take on a finished road to produce an all-purpose asphalt strength score. Thickness and density are construction properties; strength and performance refer to how a mix or specimen responds under defined test conditions. Depending on the project’s materials and performance-testing program, laboratory tests may evaluate properties such as tensile strength, stiffness, or fatigue strength.

FHWA states that mat density is correlated with performance properties including tensile strength, stiffness, and fatigue strength in A Practice for Including Intelligent Construction Equipment in Quality Assurance Programs. That relationship does not make density a direct measurement of each property. The contract or materials program determines which laboratory performance tests, if any, apply.
How to interpret a reported result
A test result is meaningful only alongside its method and project criteria. To understand whether it indicates compliance, look for the specified test method, the sampled location or coverage, the reference or target used, and the contract’s acceptance rule. A density number from a gauge, for example, should not be treated as interchangeable with a core result unless the agency’s procedure says how they are related.
- Thickness: compare the measured compacted layer with the plans and contract requirement.
- Density: identify whether the result came from a core, gauge, or calibrated profiling method, and which project reference applies.
- Performance: identify the laboratory property and test conditions; “strength” alone is not a complete test description.
- Acceptance: use the agency’s contract, sampling plan, and approved methods rather than a generic online threshold.
Coring and nuclear-gauge work belong in controlled roadwork and laboratory quality-assurance procedures. The applicable contract and agency requirements—not a universal rule—determine the sampling frequency, tolerances, and pass/fail limits.
