An earth-fill dam depends on carefully selected and compacted zones, stable slopes, and managed seepage; a concrete dam depends on its structural form, sound foundations, controlled seepage and uplift, and reliable joints and equipment. Neither type is inherently safer: the right choice depends on the site, hydrology, materials, and the quality of design, construction, operation, and maintenance.
How earth-fill and concrete dam construction differ
Earth-fill dams are engineered embankments
An earth-fill dam is built from selected earth materials arranged in zones across an embankment. Depending on the design, these may include a low-permeability core or blanket, filters and transition zones, and internal drainage. Foundation treatment and cutoff features help limit seepage beneath or through the embankment. Reclamation describes these requirements in its Design Standards No. 13, Chapter 1.
Construction proceeds in controlled stages and layers. Crews must place suitable material at specified moisture conditions and compact it to the required density; inspection also verifies gradation, drainage, filters, transitions, and cutoff installation. Because soil behavior varies with material properties, saturation, and loading, designers rely on site investigation, laboratory testing, construction observation, and monitoring. Reclamation’s Chapter 2: Embankment Design addresses slope stability during construction and reservoir operation, foundation stresses, seepage, and hydrologic and seismic loads.
Filters are a key safeguard against internal erosion: they are designed to let water drain while retaining embankment or foundation particles. Reclamation’s Chapter 1 states, “Filters must be required for any high or moderate hazard embankment dam, not just something to consider.” The requirement is specific to those hazard categories, not a claim that every dam has the same design.

Concrete dams are structural systems
Concrete dams use structural forms such as gravity, arch, and buttress dams. Each form transfers water loads to the foundation in a different way, so design must account for the structure’s geometry, foundation behavior, stability, and the control of seepage and uplift. Joints and waterstops matter where they are part of the design. Concrete placement and quality controls also differ from the layered, compacted-fill process used for an earth embankment.
Concrete dams are not all built or reinforced in the same way. Reclamation’s design standards index lists separate standards for concrete gravity, arch, buttress, and roller-compacted-concrete dams, as well as modifications to existing concrete dams. USACE’s Engineer Manuals repository includes guidance on gravity dam design, concrete hydraulic structures, concrete evaluation and repair, and joint materials.

These are differences in engineering emphasis, not exclusive failure modes. USACE’s HEC-RAS reference lists overtopping, piping and seepage, foundation defects, cracking, and equipment failure across dam types; the relevant risks depend on the structure and site.
Why spillways and outlets matter for either type
A dam’s safety includes more than its main wall or embankment. Spillways and outlet works route water through or around the reservoir system, and their capacity and operation are safety-critical for both earth-fill and concrete dams. For earth-fill dams in particular, overtopping can erode the embankment, so freeboard and flood-release capacity must be considered together with wave conditions and the site’s hydrology. The spillway may be a separate structure; its presence does not make the dam body itself immune to flood risk.

How engineers choose a dam type
There is no universal winner on safety or cost. Reclamation says site and type selection should account for topography, geology and foundation conditions, available materials, hydrology, and seismicity; more than one dam type is ordinarily considered before choosing a suitable and economical option. The Reclamation design standards index provides the agency’s design-standard framework.
- Topography and valley geometry: The shape of the valley and available construction footprint influence which structural forms are practical.
- Geology and foundations: Strength, seepage pathways, weak zones, abutments, and seismic behavior affect both design and treatment needs.
- Available materials: A site’s supply and quality of suitable earth and rock, aggregate, and other concrete inputs can influence feasible options.
- Hydrology and water routing: Flood handling, outlet works, spillway layout, and freeboard must fit site conditions.
- Construction control and access: Earth-fill work requires control of borrow materials and compaction; concrete work requires its own placement and structural-material controls.
- Monitoring and maintenance: Inspection access, instrumentation, repair needs, and the reliability of gates and outlets belong in the comparison.
What historical failure figures can—and cannot—show
The USACE HEC-RAS technical reference reports historical percentages attributed to Costa (1985): across the dataset, 34% of dam failures were attributed to overtopping, 30% to foundation defects, 28% to piping and seepage, and 8% to other modes. For earth or embankment dams alone, it reports 35% overtopping, 38% piping and seepage, 21% foundation defects, and 6% other modes. These are historical figures reported in the HEC-RAS reference, not present-day failure rates or a controlled comparison of current earth-fill and concrete dams. They should not be used to declare one type safer.

Practical takeaway
Earth-fill dams need especially careful control of soil properties, compaction, internal drainage, and erosion protection. Concrete dams need careful structural and foundation design, along with attention to seepage, uplift, joints, concrete condition, and operating equipment. Both need adequate flood-release capacity, appropriate monitoring, and ongoing maintenance. The safer choice is the dam type suited to its site and executed to the required engineering and operating standards—not one material category in the abstract.
