How Dam Foundations Are Prepared to Reduce Seepage and Instability

Dam foundations are prepared according to their geology and seepage conditions. Learn how engineers remove unsuitable material, treat seepage paths, compare controls, and verify performance.

Dam foundations are prepared by removing unsuitable material, creating sound contact with the dam, treating seepage paths, and tying the structure into suitable ground. The specific measures depend on whether the foundation is soil, alluvium, rock, or a combination; no single treatment suits every site.

Why foundation preparation matters

Foundation work helps control water moving beneath or around a dam, creates reliable contact with the dam’s fill or concrete, and limits differential settlement that could crack an embankment. The U.S. Army Corps of Engineers (USACE) identifies these as central aims of foundation and abutment treatment in EM 1110-2-1911, Construction Control for Earth and Rock-Fill Dams (September 30, 1995). It also warns that defects can be difficult or impossible to correct after the foundation is covered.

Seepage becomes a stability concern if moving water carries soil particles away, a process called piping, or if pressure beneath the dam creates excessive uplift. Both the foundation and abutments—the sides of the valley where the dam meets the surrounding ground—must be considered. Water that bypasses the dam through a weak bank or unstable abutment can threaten the structure even if the area directly beneath it has been treated.

How foundations are prepared

For earth- and rock-fill dams, USACE describes foundation and abutment treatment as a major construction phase. The actual work is set by site investigations and design; the following measures are not a universal checklist for every dam.

  1. Remove unsuitable material. Strip enough soil and rock to expose suitable ground, removing soft, organic, fractured, weathered, or otherwise undesirable material where the design requires.
  2. Prepare the contact surface. Clean and fill depressions and joints in rock and, where specified, shape rough rock to provide a relatively smooth, uniform surface for contact with compacted fill.
  3. Find and treat hidden seepage paths. Investigate subsurface cavities and other features; grout cavities or rock discontinuities where the design calls for it.
  4. Connect seepage controls to suitable ground. Extend a cutoff or other barrier into an appropriate low-permeability stratum where practicable, rather than leaving an untreated route around or beneath it.
  5. Inspect before covering. Confirm that excavation and treatment match the design before placing fill or concrete, which would make defects harder to access and repair.

USACE’s 1995 construction-control manual says inspection trenches are generally required beneath an embankment’s impervious zone when a cutoff trench is not specified. That is a practice described in that manual, not a blanket requirement for every project; applicable project specifications and current governing criteria determine what is required.

How engineers choose seepage controls

Measures are selected for the foundation’s geology and hydraulic conditions. They may reduce the amount of seepage, lengthen its route, relieve pressure, or safely collect and direct water. Some projects combine methods.

USACE advises evaluating underseepage measures with seepage calculations or flow nets, including their effects on seepage quantity and uplift pressure for the particular dam and foundation. The 2004 manual states that, in a specific idealized case—a partial cutoff in a homogeneous, isotropic foundation—the cutoff must penetrate at least 95 percent of the foundation depth before it appreciably reduces seepage. That conditional result is not a general depth rule for other geology or projects.

What engineers compare before selecting a method

Alternatives should be compared against the site’s conditions and the consequences of how each system may perform, not selected by method name alone. USACE’s 2004 manual calls for evaluating the relative merits of underseepage measures and their effects on seepage and uplift for the actual foundation.

  • Protection at boundaries: piping protection at soil interfaces and a competent tie-in at abutments, including attention to bank slopes and possible bypass flow.
  • Constructability: excavation, dewatering, access, and potential obstructions.
  • Inspection and long-term care: whether the system can be inspected, instrumented, and maintained.
  • Partial performance: the likely consequences if a measure does not perform as assumed.

How performance is checked—and what drains cannot guarantee

For a slurry-trench cutoff relied on for seepage control, USACE describes controlling initial reservoir filling and reading piezometers upstream and downstream of the cutoff. The readings help determine whether the cutoff is performing as planned. If it is not, the manual says remedial measures should be taken before raising the reservoir further. Instrument readings inform engineering decisions; they do not establish safety on their own.

Drains also should not be treated as proof that uplift pressure has disappeared. In its discussion of concrete-dam sliding and overturning stability, USACE describes disregarding the benefit of foundation drains or treating them as only partly effective in limiting uplift in some checks. The assumptions used in stability calculations must reflect the design basis and the degree of drain effectiveness credited.

Which guidance applies to a specific project?

The technical guidance cited here comes from USACE engineering manuals dated 1995 and 2004. USACE’s Dam Safety Program page, dated March 6, 2025 in the available source information, lists related engineering manuals. Those older manuals should not be assumed to be the controlling requirements for a current project: the responsible design team must verify the applicable current publication, jurisdictional criteria, and project requirements. Foundation treatment and dam-safety decisions require qualified engineering design and site-specific investigation.
