Monitor an embankment dam by matching instruments to the risks identified in the design, establishing reliable baselines before construction changes conditions, and reviewing readings against the work and water conditions at the time. Piezometers help track pore-water pressure and seepage conditions; settlement gauges and surveyed monuments track vertical movement; inclinometers and surface markers help reveal lateral movement. The instrument layout, reading schedule, thresholds, and response actions must be specific to the site and construction stage.
Start with the questions the monitoring must answer
Instrumentation is not a checklist to apply identically to every dam. Begin with the design assumptions, the foundation and embankment conditions, the construction sequence, and the failure modes that matter at the site. Then identify what each reading should help the project team decide.
The U.S. Army Corps of Engineers’ Construction Control for Earth and Rock-Fill Dams (EM 1110-2-1911) notes that stability can be more uncertain during construction than after completion. Monitoring therefore needs to follow the changing structure and construction stages, not just provide a final set of readings.
- Identify the risk or performance question, such as whether pore pressure is behaving as expected near a cutoff or drain.
- Select a measurement and instrument suited to the material, location, installation stage, required measurement range and accuracy, and access available for reading and maintenance.
- Decide what construction or water conditions must be recorded alongside each observation.
- Assign responsibility for taking, validating, reviewing, and escalating readings.
- Have the responsible designer define project-specific thresholds, review cadence, and actions in the monitoring plan.
USACE construction guidance lists options including piezometers, settlement plates, surface monuments, inclinometers, movement indicators at conduits and appurtenant structures, internal deformation and strain indicators, earth pressure cells, and—where relevant—accelerographs. The appropriate type, number, and location depend on the project layout and construction techniques.

Match instruments to seepage, settlement, and movement
Use a cross-section or monitoring-plan table to show where each instrument sits relative to the embankment, foundation, abutments, cutoffs, drains, conduits, and construction stages. The following is a selection framework, not a prescribed layout.

When comparing options, consider whether a reading is point-based or distributed, whether installation suits the material and construction stage, the range and accuracy the design requires, access and reading frequency, maintainability, manual versus automated data collection, and how directly the result informs a construction decision. The cited guidance does not establish one instrument as a universal winner.

Establish baselines and reliable survey control
Obtain initial readings before the work that could alter the conditions being monitored. Keep installation and calibration records with the instrument’s identifier and location. USACE construction guidance advises checking calibration before installation to confirm that an instrument works and provides the accuracy needed for monitoring.
For settlement surveys, use benchmarks outside the settlement zone to survey settlement-casing elevations. Survey control should use stable reference monuments beyond construction influence; a reference point that moves with the work can make actual movement harder to distinguish from a changing datum.

Record observations with their date and time, instrument identifier and location, construction stage, and relevant reservoir or water conditions. Add calibration, maintenance, and repair events so reviewers can distinguish a physical change from an instrument or data-quality issue.

A reading is useful only if it is checked and interpreted promptly against expected performance at the current stage. For seepage and pore pressure, consider the reservoir or construction-water conditions and the intended performance of cutoffs and drains. For deformation, relate the direction and trend of movement to the work underway and the instrument’s position.

Reclamation’s Geotechnical Services Division describes routine monitoring work that includes checking data validity and performance anomalies, troubleshooting questionable data, maintaining records, and presenting results. A suspected anomaly should therefore be checked for data quality and instrument performance, then evaluated in its physical context rather than accepted or dismissed from a single isolated value.
- Preserve the original observation and flag any questionable reading rather than silently replacing it.
- Check instrument condition, calibration or maintenance history, location, and relevant construction or water conditions.
- Compare the observation with prior readings and the performance expected at that stage.
- Document the reviewer’s interpretation, any investigation, and any resulting change to monitoring or construction activity.
A trend or anomaly may warrant further investigation or an adjustment to construction methods. The response should follow the project’s defined escalation path and the judgment of qualified project professionals.

Set project-specific thresholds and actions
Thresholds and action levels belong in a project-specific surveillance and monitoring plan. FERC’s monitoring resource identifies defining thresholds and action levels based on expected dam performance as a best-practice concern. The reviewed guidance does not establish universal trigger values or a universal construction-stage reading interval, so generic numbers should not be copied into a project plan.
For each monitored risk, document the expected response, who reviews the data, how quickly the review occurs, who must be notified, and what investigation or construction decision may follow an exceedance or concerning trend. The responsible designer should set the cadence and escalation requirements for the site and construction phase.
Use standards as guidance, not as a substitute for design
Reclamation’s design standards include dedicated chapters on seepage, static deformation analysis, embankment construction, and instrumentation and monitoring. Reclamation says use of those standards outside the agency is voluntary and calls for sound engineering judgment that integrates applicable standards with site-specific technical and project considerations. They do not replace project design documents or current agency requirements.
This overview is not a site-specific instrumentation design or dam-safety determination. Qualified project professionals must set the monitoring design and response thresholds under the applicable jurisdictional and owner requirements.
