A school building budget should cover the whole project, not just the construction contract. Show site acquisition and preparation, professional and project-management services, construction, furniture and technology, and project risk allowances as distinct categories. Then define what each includes, what it excludes, and who is responsible for it.
Start with the whole-project total
“Construction cost” and “total project cost” can mean different things. For example, Arizona’s School Facilities Board construction-cost definition includes the building, site improvements and fixed installed equipment, but excludes items such as movable furniture, permits, surveys, land, studies, contingency and architecture and engineering fees. Those excluded items may still need funding in the overall project budget. Arizona School Facilities Board
Organize the estimate so the board and project team can see separate totals for site costs, professional and other soft costs, hard construction costs, furniture and technology, and risk allowances. State the boundary of each category; otherwise, costs can be missed or counted twice.

- Surveys, geotechnical investigation and other site studies.
- Demolition and hazardous-material abatement.
- Site preparation, utility connections, off-site infrastructure, roads, parking, drainage and landscaping.
Some of these may sit outside the construction package. California’s Office of Public School Construction identifies land, real estate fees, CEQA mitigation and entitlements in its site-acquisition category. Design, professional services and project management
Identify architecture and engineering fees, specialist consultants, project and construction management, legal and financing work, permits, testing, inspections, review services and reimbursable expenses. California’s school construction guidance and CSU’s capital-estimate guidance both identify professional or management services and related project costs as budget considerations; fee structure depends on the delivery method and local requirements. Hard construction and site work
Set out the building work and site improvements, and specify the treatment of fixed installed equipment, utility services, contractor general conditions, overhead and profit, bonds, insurance and alternates. Use the same scope definition when reviewing estimates or bids.

Do not assume a published direct-construction figure includes all of these items. Massachusetts School Building Authority cost data excludes categories such as demolition, hazardous-material abatement, site work, bonds, insurance, general conditions, overhead and profit, escalation and alternates from its direct-construction cost figure. Furniture, equipment and technology
Prepare a separate schedule for movable classroom and office furniture, instructional and food-service equipment, computers, phones, security and communications systems, and other owner-procured items. Mark each item as included in the construction contract, bought separately by the owner or covered under another contract. Check fixed equipment carefully: one estimating convention may include installed equipment in construction cost while treating movable furniture as a separate budget line.
California’s school budget guidance includes furniture and equipment among hard-cost considerations; Victoria’s school capital works guidance groups furniture, equipment and ICT in its approximate project allocation; Arizona distinguishes movable FF&E from its construction-cost definition. Contingency, escalation and insurance
Provide a contingency appropriate to the estimate’s maturity and the project’s identified risks. Record what it covers and who may authorize its use. Risks may include latent site conditions, hazardous materials, design development, code requirements, market escalation and schedule uncertainty. Keep escalation visible as a separate assumption where relevant, including the estimate date and the period through which costs are projected.
Victoria’s school capital works guidance gives a typical project-contingency range of 5–10% of the total project budget, depending on site risks, and cites asbestos removal, latent conditions and overruns as examples. This is a Victoria-specific reference, not a general school-project standard. CSU’s guidance also treats project insurance as a budget item, with cost dependent on project cost, construction duration and materials.

Owner, funding and closeout costs
Check whether the project needs separate allowances for financing, legal work, moving and storage, commissioning or validation, startup, project communications and final cost accounting. For each, state whether it is included in a consultant or construction manager’s fee, carried by the district or funded elsewhere. Use published percentages carefully
Victoria’s Department of Education publishes these approximate allocations for its school capital works context. They are examples, not a universal formula, and should not be mechanically added where categories overlap.

Compare estimates on the same basis
Before comparing proposals or seeking approval, align the scope and assumptions. Check:

- The estimate date and how escalation is carried to the expected construction midpoint.
- What contingency covers and who controls it.
- Which fees, general conditions, bonds, insurance and delivery-method costs are included.
- How the estimate accounts for site conditions, environmental risks, permits, testing, inspection and commissioning.
- Whether procurement, funding eligibility and local approval assumptions match the project.
California’s OPSC summarizes cost data for more than a hundred schools that bid in 1996 and 1997, while noting the data were limited and excluded site acquisition costs because of geographic variation. Confirm local rules before approval
Ask the district’s architect, estimator and facilities team, along with the relevant funding or oversight agency, to verify the current budget template and eligible costs. Confirm required approvals, code and environmental obligations, procurement and prevailing-wage rules, and an appropriate basis for contingency and escalation. State processes and thresholds vary by jurisdiction and project conditions; New York guidance, for example, calls for proposed revenue sources and a proposed project budget during planning.
